The City of Lynn Haven intends to award a sole source procurement to 1st American Fire Services, LLC for NFPA-compliant inspection, testing, and certification of fire hose, nozzles, appliances, ladders, aerial apparatus, and fire pumps.

Based on market research, the City has determined this vendor is the only provider within the Florida Panhandle capable of performing the full scope of required services.

Qualified vendors who believe they can provide equivalent services must submit written documentation of their qualifications no later than 2:00 PM CST on Friday, February 20 th , 2026 to:

Notice of Intent to Award a Sole Source
The City of Lynn Haven intends to enter into an agreement with:
Vendor: 1st American Fire Services, LLC
Services: Inspection, testing, and certification of fire hose, nozzles, appliances, ground ladders,
aerial apparatus, and fire apparatus pumps in accordance with applicable National Fire Protection
Association (NFPA) standards, including but not limited to NFPA 1962, NFPA 1932, NFPA
1911, and NFPA 1914.
Services include complete testing, inspection, documentation, and reporting as required to
maintain departmental compliance and operational readiness.
Sole Source Determination
The Fire Department has conducted market research and determined that 1st American Fire
Services, LLC is the only vendor within the Florida Panhandle currently capable of performing
the full scope of required NFPA-compliant inspection and testing services.
This determination is based on:
The vendor’s ability to perform all required NFPA testing standards in a single
mobilization;
Required certifications and documented qualifications to conduct hose, ladder, pump,
aerial, and appliance testing;
Ability to provide comprehensive reporting and documentation necessary for compliance;
Availability to provide services within the operational needs of the Department;
Lack of alternative vendors within the region capable of providing the complete scope of
services.
The City is not aware of any other vendor capable of providing substantially equivalent services
that meet the Fire Department’s compliance and operational requirements.
This notice is posted in accordance with the City’s Procurement Policy and pursuant to the City’s
home rule authority under Article VIII, Section 2, Florida Constitution, and consistent with
competitive procurement principles under Florida law.

Opportunity to Respond
Any vendor who believes it is capable of providing the full scope of services described above
must submit a written response no later than:
2:00 PM CST on Friday, February 20th, 2026
Responses must include:
Vendor name and contact information
Documentation of qualifications and certifications
Demonstrated ability to perform all referenced NFPA testing standards
Evidence of capability to service the City within the Florida Panhandle
References for similar municipal fire department work

If no responsive submissions are received by the stated deadline, the City intends to proceed with
award to 1st American Fire Services, LLC.
The City reserves the right to determine, in its sole discretion, whether a responding vendor’s
qualifications demonstrate the ability to meet the City’s requirements.
