NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT-Criminal History Data Services

The Bureau of Justice Statistics (BJS) intends to award a sole-source contract to Nlets, a 501(c)(3) non-profit organization that operates a secure, nationwide, computerized message-switching network that links state, local, federal, and international criminal justice agencies for information exchange.

Nlets provides BJS with access to a secure, automated process to collect criminal-history data for national statistical studies on recidivism and criminal offending patterns. Nlets is the only organization in the United States that operates this criminal-justice information-sharing infrastructure and is uniquely positioned to provide these services.

This notice is for informational purposes only. It does not constitute a request for proposals, quotations, or bids. No solicitation document exists, and no telephone or email inquiries will be accepted. No contract will be awarded based on responses to this notice.

Parties who believe they can meet the Government’s requirements may submit a capability statement addressing their technical ability to perform the work described above. This information shall be provided at no cost or obligation to the Government. Capability statements must be received no later than December 2, 2025 @11am EST.

Responses must include:

• Company name, UEI, and physical address


• Detailed capability statement demonstrating ability to meet the requirement

No proprietary, classified, confidential, or sensitive information should be submitted.

The Government is under no obligation to acknowledge receipt or provide feedback regarding submissions.
