NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT

This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT (as prescribed in FAR 6.302-1). This notice is for informational and planning purposes and does not constitute a solicitation. This acquisition will be sole source Northrop Grumman Systems Corporation (NGSC), 7575 Colshire Drive, McLean, VA 22102-7508, Commercial and Government Entity (CAGE) Code 5FVX5, Unique Identification pursuant to the authority, Title 10 United States Code (U.S.C.) 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii) (B) and (iii)(A) and (B), “Only one responsible source and no other supplies or services will satisfy agency requirements.”

The NAICS code for this procurement is 541330 – Engineering Services. The Government intends to award a sole source cost plus fixed fee, (CPFF) and Cost No fee contract to NGSC. The anticipated Period of Performance (PoP) for this requirement: 30 September 2025 – 29 September 2028

General Requirements: Notice of Intent to Award Sole Source to Northrop Grumman Systems Corporation: European Command (EUCOM), Building Partner Capacity, Forward Area Air Defense (FAAD) & Air and Missile Defense Workstation (AMDWS), Field Service Representative (FSR), Engineering Support, Technical Support, and Maintenance Services for Eastern European NATO Nations.

To provide the necessary FAAD & AMDWS, FSR, Engineering Support, Technical Support, and Maintenance Services for Eastern European NATO nations.

This notice of intent is NOT a request for competitive proposals. A determination by the Government not to compete this procurement based upon response(s) to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit their statement of capability demonstrating their abilities to meet this requirement by 5:00 PM Central Time on Friday, 12 September 2025. Responses to this posting must be in writing and submitted to Wendy Flournoy; wendy.j.flournoy.civ@army.mil and Tiffany Campbell at tiffany.r.campbell22.civ@army.mil. The Government will not be responsible for any costs incurred by responding to this notice. The Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. The Government will not provide feedback or evaluations of responses to this notice. The Government reserves the right to use the information provided by respondents for market research purposes. No phone calls will be accepted.
