Summary

Brief Description: Procurement for a Proof of Concept (POC) Self-Service Bag Drop (SSBD) solution to improve the passengers experience and processing efficiency at MCO Terminal C. The trial includes the provisioning of two (2) Dual Lanes Self Bag Drop Units with Biometric capabilities.

Estimated Value: $618,740

Justification:

This POC Self-Service Bag Drop solution will provide passengers with a self-service option to self-check their bags much quicker than if they were to go to the airline check-in counters and stand in queue for a representative.

SITA is the vendor that provides the current proprietary technology that supports the Common Use Platform at MCO which is needed for this POC to be successful.

The aims of the POC are not only to innovate the current bag drop check-in process by providing self-services bag check-in but to also allow multiple airline carriers accessibility to the units to maximize the usage and current real estate footprint. This multiple airline accessibility and usage capability can only be accomplished if the SSBD units are mounted on the current Common Use platform.

This is a proof-of-concept trial for six (6) months with the possibility to extend for another (6) months upon approval from senior leadership.

The intent of this procurement is to reduce time, money and risks since a new vendor will need to design, build and implement a new Common Use platform for their SSBD solution to support multiple airline carriers on the same units.

Subject: Notice of Intent to Award a Single Source Procurement for Self-Service Bag Drop

Greater Orlando Aviation Authority intends to award a procurement as a Single Source Procurement in accordance with its Policy 450.03, and State of Florida Statute 287.057 (3) (c). Any responses received in reference to this Notice will be for the sole purpose of determining whether a competitive procurement is in the best interest of the Aviation Authority. This is not a solicitation, and there is not a solicitation available.

A Single Source Procurement is a purchase that is directed to one (1) source because of standardization, warranty, or other factors, which for justifiable reasons, is found to be most advantageous for the Greater Orlando Aviation Authority , even though other competitive sources may be available. A Single Source Procurement is a non-competitive procurement method.

Please notify the Purchasing Agent (Agent), via OpenGov, by completing the Vendor Response with stating their company/agency name, address, contact name, contact email, and a statement regarding their capability to provide the requested goods or services. All responses and questions must be in writing, submitted electronically via the OpenGov e-Procurement Platform ("Platform"), by 4:30 pm on Monday, June 2, 2025 .

The determination not to compete this proposed action based on the responses to this Notice is solely within the discretion of the Chief Executive Officer for purchases up to $250,000.00, and at the discretion of the Aviation Authority Board for purchases that exceed $250,000.00.
