Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis, a brand name requirement for T-Mobile Emergency Responder DAS system in the new Surgical and Clinical Tower Project at the VA West Haven Campus.
There is an existing Emergency Responder DAS system on campus. Emergency Responder DAS system amplifies the Emergency Responder radio frequencies within the building so emergency responders will be able to communicate with their radios while responding to emergencies. To extend the existing system, the same manufacturer products must be used. Otherwise, existing system for the campus would need to be replaced. The cost to replace the Emergency Responder DAS system on campus is cost prohibitive compared to just extending the existing system.
If the Emergency Responder DAS system is not sole sourced, then patient safety would be at risk as emergency responders would not be able to communicate. This risk to patient safety is not acceptable.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced Emergency Responder DAS system. The Government is not obligated to, and will not pay for, any information received from potential sources as a result of this notice of intent. All responses received within 15 days of the posting of this notice of intent will be considered by the Government. A determination by the Government to require the brand name for the Emergency Responder DAS system for the VA West Haven procurement based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determine whether to allow alternate system manufacturers.
