The National Oceanic and Atmospheric Administration (NOAA) Acquisition and Grants Office (AGO) Corporate Services Acquisition Division (CSAD), located in Silver Spring, MD, proposes to modify contract 1305M421DNAAA0016 on the basis of other than full and open competition in support of the Office of the Chief Administrative Officer (OCAO), Safety and Environmental Compliance Office (SECO), Environmental Compliance and Sustainability Division (ECSD).
NOAA SECO requires additional ceiling capacity on IDIQ 1305M421DNAAA0016 for the remainder of the ordering period to procure technical professional services. These services are required to conduct comprehensive environmental, safety, and occupational health compliance audits at approximately 235 NOAA facilities in support of the NOAA Environmental Compliance and Safety Assessment System (NECSAS).
SECO’s role in ensuring environmental compliance for NOAA Line and Staff Offices includes completing impact assessments, consultations, authorizations, and approvals required for proposed projects such as construction, renovation, as well as property acquisition and disposal. SECO is receiving a significant increase in the number of required projects for environmental compliance review.
The NECSAS program requires a consistent, dedicated core audit team to maintain institutional knowledge across a diverse portfolio of Tier I, II, and III sites. The current Base IDIQ tasks include:
Task 1: Environmental Compliance, Safety and Occupational Health Assessments
Task 2: NEPA and Related Support
Task 3: Floodplain and Wetlands Surveys
Task 4: Hazardous Material Surveys
Task 5: Environmental Site Assessments
Task 6: Site Characterization, Remediation and Restoration Services
Task 7: Data Management (e.g., Smartsheet/CPTrack)
Task 8: Support Implementing the NOAA Environmental Management System
Task 9: Building/Structural Demolition Related to Environmental Site Restoration
Task 10: Support of Sustainability and Energy Program
In accordance with 10 U.S.C. 3204(f) and 41 U.S.C. 3304(f), as implemented by Revolutionary FAR Overhaul (RFO) FAR 6.103, the NOAA intends to award a contract modification to AECOM Technical Services, Inc. Indefinite Delivery Indefinite Quantity (IDIQ) contract number 1305M421DNAAA0016. The contract will be modified to increase the ceiling value by $700,000.00, increasing the overall total contract ceiling value from $4,300,000.00 to $5,000,000.00. The ordering period end date remains unchanged as September 29, 2026.
This ceiling increase is driven by increased demand for technical services rather than an adjustment to the contractual unit prices. The requested ceiling increase of $700,000 is derived from rigorous historical rate analysis of completed task orders for similar NECSAS compliance services, ensuring the ceiling adjustment is directly aligned with demonstrated program volume and actual mission requirements. The cumulative total value of task orders issued to date has reached 99.48% of the current ceiling, with less than 30-days remaining on the life of the contract.
This notice is issued for informational purposes and not a request for competitive proposals. No solicitation is available. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no sufficient response is received, the ceiling will be increased without further notice. A determination to not compete the proposed action based on responses from this notice, is solely within the discretion of the government.
