Notice of Intent for Mircom FlexNet Fire Alarm Control Panel

Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis, the purchase and installation of Mircom FlexNet Fire Alarm Control Panel for the construction of a Fire Station Headquarters and an Air Passenger Terminal at Hanscom Air Force Base in Lincoln, Massachusetts.

The project consists of the construction of a new 3070 square meter (33,045 square foot) Fire Station Headquarters facility housing Hanscom’s Fire Station and an Air Passenger Terminal/Distinguished Visitor Lounge and Safety Offices building to house an air passenger terminal, distinguished visitor lounge, six safety offices and associated parking.

Fire alarm control panels installed at Hanscom Air Force Base require point-to-point reporting to the central reporting station. The existing Fire Station and Air Passenger facilities use a combination of mass notification and addressable fire alarm system. These systems are required to communicate with the base central station receiving equipment in accordance with NFPA 72 and UFC 4-021-01 requirements. Hanscom Air Force Base utilizes the Mircom FlexNet Fire Alarm Control Panel.

The fire alarm communicator provided for the new facilities is required to be compatible with the proprietary supervising station receiving equipment. This requires the fire alarm communicator to be a manufacturer’s recognized commercial product, completely assembled, wired, factory tested, and delivered ready for installation and operation. For the new components of the communicator to work seamlessly to the existing system, the hardware and software must be from the same manufacturer.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced Mircom FlexNet Fire Alarm Control Panel. The Government is not obligated to and will not pay for any information received from potential sources because of this notice of intent. All responses received within 15 days of the posting of this notice of intent will be considered by the Government. A determination by the Government to require the brand name for the Mircom FlexNet Fire Alarm Control Panel is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to allow alternate system manufacturers.
