This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.
The National Institutes of Health (NIH), Office of Purchasing and Contracts (OPC) intends to award a firm-fixed price to Cytek Biosciences Inc. | Offices in Fremont, CA 94538 on a sole source basis for the Cytek Aurora 3 Laser V/B/R & Service contract.
The Psoriasis Atherosclerosis Cardiometabolic Initiative (PACI) at the NHLBI Intramural Program at the NIH of the NIH Clinical Center. It provides laboratory support for patient care and research protocols and
performs research and training in disciplines of Clinical Pathology.: The CC0E in the NIH Clinical Center possesses a Beckman-Coulter CytoFLEX S flow cytometer with UV laser and microplate sampler for high-dimensional phenotypic analysis of a wide variety of cell types required by our investigators. This instrument receives heavy use by both Branch and outside CCE staffs (>40 hours/week) for multiple research and preclinical applications. Since this instrument has multiple laser sources, is a high-dimensional cytometer and is relatively new, service contract coverage by the original manufacturer is essential.
The purpose of this is to Purchase Cytek Aurora 3 Laser V/B/R , Service contract, Cytek Automated Sample Loader, Basic Start-up Training Kit for Beckman-Coulter CytoFLEX S flow cytometer
Cytek Biosciences Inc. is the only contractor with devices that will work independently and is the only one meets the capability and performance requirements.
The contractor shall preform the following: STATEMENT OF WORK
The contractor need to employ OEM and OEN-trained service technicians specifically trained on the Beckman-Coulter CytoFLEX S system, and with full access to official instrument documentation and software resources. Contractor needs to use only OEM parts, firmware and software in maintaining and upgrading the system. When free upgrades or patches are available, the contractor needs to provide these as indicated by ACEA Biosciences. The contractor needs to provide one preventative maintenance (PM visit per year for routine maintenance, not in response to a specific repair.

Parts/Supplies
The contractors shall supply all parts and supplies needed for service and maintenance
Labor and Travel
The contractor shall provide all labor and travel at no additional cost for the duration of the contract.
Emergency Services/ Repair
The onsite response for emergency or repair should be within 3 business days.
Service Calls
Request for service has no designated individuals. Any employee assigned to a specific work area, can report a malfunction to one of the devices by call the 800 number
IT Security Concerns
1. Will the vendor install and/or maintain the equipment/software/hardware on site at NIH? NO
2. How long will the vendor need to be on site? Depends on the complexity of the problem 4-5 hrs
3. Will the vendor have remote access to any system on site at NIH (e.g. patch management/trouble shooting, etc.)? If so, what remote access technology will the vendor use? NO
4. Will the vendor have access (even inadvertently) to PII/PHI data on any NIH systems? NO
5. Will the vendor develop a system or hold NIH data off site (at vendor facility)? NO
Contract duration:
2021-07-01 to 2022-06-30 1 year
2022-07-01 to 2023-06-30 2nd year option
2023-07-01 to 2024-06-30 3rd year option
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
