DESCRIPTION:
The United States Army Corps of Engineers (USACE), - Seattle District (NWS) is hosting an Industry Day on 10 SEPTEMBER 2025 to provide additional information and gain feedback from industry on an upcoming requirement for the Mud Mountain Dam Bridge Repair civil works project in Enumclaw, Washington. The Government is seeking feedback from qualified, experienced sources capable of performing this type of project.
The Seattle District, U.S. Army Corps of Engineers has a requirement to repair the Mud Mountain Dam’s (MMD) Bridge. This project aims to identify the most cost-effective solutions from the General Contractor (GC) for repairing the Mud Mountain Dam (MMD) Bridge Pier, located at the outlet of the 9-foot tunnel. The GC will conduct comprehensive value engineering design analyses and provide methods for executing the repair process, while considering the in-water work window and construction management support.
The General Contractor will be responsible for all repairs to the bridge pier, utilizing the specified methods and materials as outlined in the project guidelines. This includes managing all aspects of the repair project, as well as providing as-built drawings, equipment, supplies, labor, facilities, tools, and supervision.
All work will comply with the Statement of Work, contract specifications, and all applicable federal, state, and local codes and regulations, as well as industry standards.
Construction work must be performed outside of the flood season (01 October – 28 February) as use of the 9ft tunnel must not be restricted during this time.
ATTENDING THE SITE VISIT DAY IS HIGHLY RECOMMENDED SINCE IT IS UNLIKELY THAT AN ADDITIONAL SITE VISIT WILL BE OFFERED PRIOR TO AWARD.
The contract solicitation and award are planned in FY26 for this project.
The anticipated NAICS code may be 238120, Structural Steel and Precast Concrete Contractors. or NAICS code 237990, Other Heavy and Civil Engineering, Construction.
The proposed project is anticipated to be a competitive, firm-fixed-price contract to be procured in accordance with the Federal Acquisition Regulation (FAR) Part 15 (Contracting by Negotiation), using the tradeoff process.
After registering, you will receive a confirmation email containing information about the site visit.
You must pre-register to attend this onsite Industry Day by submitting the attached RVA form in an email to Charles Idle, Contract Specialist, at charles.d.idle@usace.army.mil and Luke Huynh, Project Manager, at loc.t.huynh@usace.army.mil, and reference the Mud Mountain Dam Bridge Repair Project Onsite Industry Day in the subject line. RSVP by 02 SEPTEMBER 2025 at 4:00 PM PST. If the attendee is a foreign national, this information must be provided by 28 AUGUST 2025 at 4:00 PM PDT. Required personal protective equipment for the visit includes hard hat, safety vest, and boots/safety shoes. Please note 4WD or AWD is required to visit the work site at the downstream tailrace of MMD. Late respondents, those not pre-registered, or those not providing the correct information will not be granted access to the site. Participation is limited to two representatives from each interested entity.
