Synopsis:
This is a synopsis published for informational purposes only IAW FAR 5.201(b)(1)(ii) Modification to an existing contract for additional supplies or services that meets the threshold in 5.101(a)(1).
The United States Air Force Test Center/Directorate of Contracting (AFTC/PZIOB), Edwards AFB, CA intends to issue a single source modification to increase the ceiling of existing award FA930122D0001 to the incumbent, Applied Remediation Company, Inc. as it represents a logical follow-on to the original order in the interest of economy and efficiency
The original Indefinite Delivery Indefinite Quantity (IDIQ) award was executed competitively by means of a 100% Total Small Business Set Aside for a contractor able to provide management, supervision, labor, materials, equipment, and supplies and responsible to perform efficient, effective monthly designated Underground Storage Tank (UST) operator visual inspections, annual UST testing and certification, and perform any required repair of USTs to ensure satisfactory operation. Execution occurred following solicitation and evaluation on 1 October 2021 to Applied Remediation Company, Inc.
As a result of inspections identifying mandatory repairs to remain compliant with regulations, it was determined a ceiling increase would be accomplished in order for fulfillment of mission requirements to remain plausible for the remainder of the IDIQ Period of Performance, through 30 September 2026. As the requirements for this ceiling increase action remain in line with the Performance Work Statement and the completion of the repairs is time sensitive due to compliance deadlines, it has been determined to be most beneficial to the Government to proceed with a modification rather than to perform additional competition. The Government does not perceive any alternatives which outweigh the Applied Remediation Company, Inc. option or satisfy the requirements as necessary at this time.
The authority permitting other than full and open competition is FAR 13.106-1(b)(1)(i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.
Contractors must be registered in System for Award (SAM) at www.sam.gov
