Northwest Water Reclamation Facility (NWWRF) Planning and Implementation Services

The City of St. Petersburg, Florida (“City”) is seeking the services of a qualified Architectural/Engineering (“A/E”) firms to provide facility planning and implementation services for the Northwest Water Reclamation Facility (“NWWRF”), located at 7500 26 ^th Ave N, St. Petersburg, FL 33710.

The NWWRF was originally constructed in 1957 and has been upgraded and expanded several times. The facility has a permitted capacity of 20 million gallons per day (MGD) annual average daily flow (AADF). This is a Type 1 complete mixed activated sludge domestic wastewater treatment facility, which includes: headworks with course and fine screening and two grit removal units; two rectangular aeration basins with a total aeration volume of approximately 4.36 million gallons (MG); four final clarifiers of 5.03 MG total volume; six automatic backwash shallow bed traveling bridge filters and three tertiary disc filters; and a dual channel chlorine contact chamber of 0.470 MG total volume. Disinfection is provided by liquid sodium hypochlorite solution. Up to 20 MGD AADF of treated effluent (reclaimed water) is transferred to the City of St. Petersburg Master Reuse system or into underground injection wells. Wastewater residuals are pumped to the Southwest Water Reclamation Facility.

The intent of this project is to select a single A/E team to begin implementation of the St. Pete Water Plan’s (formerly known as the Integrated Water Resources Master Plan) recommendations for improving the City’s wastewater infrastructure, specifically at the NWWRF to meet future needs, including supporting projects. The specific recommendations for the NWWRF that need to be evaluated in more detail include:

1. Replacing aging assets and outdated technology no longer supported by the manufacturer;
2. Increasing hydraulic and treatment capacity, which may also include assessing additional wet weather flows diverted from adjacent sewer basins;
3. Reducing nutrients in plant effluent;
4. Increasing resiliency;
5. Addressing climate risks and natural hazards; and
6. Complying with regulatory requirements, including the potential for more stringent water quality criteria in the future.

The initial work with include planning, prioritizing, and phasing of individual projects. This work may include evaluation of the current capacity. Upon approval of the Facility Plan basis of design report, the A/E may be asked to provide design and construction administration services for the development and construction of any portion of the plan.

Jacobs Engineering, Inc. completed several technical evaluations in conjunction with the St. Pete Water Plan development process, which included the following:

1. Process-by-process evaluations
2. Major assets condition assessments
3. Buildings and structures condition assessment
4. Asset management renewal and replacement model
5. Site resilience assessment
6. Future nutrient removal treatment scenarios

The resulting renewal and replacement (“R&R”) model considered the condition, life cycle, replacement value, and renewal frequency of each asset. The R&R model generated a list of prioritized asset management needs for the NWWRF major assets. The recommendations included modifying the treatment process to advanced wastewater treatment standards.
