Northwest Expansion & Transportation Plan

The Rochester-Olmsted Council of Governments (ROCOG), the Metropolitan Planning Organization for the Rochester, MN urbanized area, an organization embedded within Olmsted County is soliciting a Request for Proposals (RFP) from qualified consulting firms to assist with the preparation of the Northwest Expansion & Transportation (NEXT) Plan, a comprehensive transportation and land use plan for corridors northwest of the City of Rochester. The selected Consultant will provide technical analysis, multimodal planning, land use evaluation, corridor-level investigation, and an implementation framework to guide future development and transportation investment. The budget for consulting services is not to exceed $225,000.

The plan is intended to help state, county, and local jurisdictions understand existing issues, anticipated growth, and the long-term transportation and land use needs of the study area.
