Sealed bids will be opened on Friday, May 15, 2026 at 10:30 A.M. for the Granville Station Public Water Main Extension/Private Water Loop Extension - West Menard Road/North 80TH Street/8110 & 8120 West Brown Deer Road/Former Northridge Mall Property, Milwaukee, WI.

Bids are opened remotely and the public is welcome to attend. Granville Station Public Water Main Extension/Private Water Loop Extension 

Located at: West Menard Road/North 80TH Street/8110 & 8120 West Brown Deer Road/Former Northridge Mall Property, Milwaukee, WI

Time for Completion: All work shall be completed and all applications for payment submitted by October 15, 2026.

Liquidated Damages, per diem: $1,500.00

The Small Business Enterprise requirement for this project is 0%.

The residency requirement for this project is 0%.

The apprenticeship requirements for this project are: 0.  

The contractor shall specifically note the SBE, residency, and apprenticeship forms for this project. If the forms are not filled out properly, it will be cause for rejection of the bid.

One MANDATORY pre-bid meeting will be held at the former Northridge Mall site on April 24, 2026, beginning PROMPTLY at 9:00 a.m. CDT. Please Meet in the Menards Store parking lot directly north of Paparazzi Total Fashion Store located at 8016 W. Brown Deer Road, Milwaukee, WI 53223
A second and OPTIONALsite walkthrough will be held at the former Northridge Mall site on April 29, 2026, from 9:00 a.m. CDT to 12:00 p.m. CDT. Please Meet in the Menards Store parking lot directly north of Paparazzi Total Fashion Store located at 8016 W. Brown Deer Road, Milwaukee, WI 53223. Please note, no questions will be taken at this walkthrough.
(Please Note: Prior to entering the site, anyone showing up for the site visit will need to have steel tipped boots, hard hat, safety glasses, and a reflective vest.)

Deadline for questions regarding the Formal Bid are due by 4:45 p.m. CDT on May 1, 2026. Any additional information and/or clarification(s) regarding this Bid will be issued in the form of an addendum to this Bid on or before May 8, 2026.
Bid Security Required:  Bond, Certified Check, Cashiers Check or Cash to accompany bid: 10% of the Contractors Base Bid.  For those bids being submitted through Bid Express and using a manual Bond, the contractor may send a signed/executed copy of the bid bond to the Department of Public Works Contract Office by emailing  HYPERLINK "mailto:DPWbids@milwaukee.gov" DPWbids@milwaukee.gov.  THE EMAILED COPY OF THE BOND MUST BE RECEIVED BY NO LATER THAN 10:30 A.M. ON THE SAME DATE THAT THE BIDS ARE DUE FOR THAT SPECIFIC OFFICIAL NOTICE, or the bid will be considered non-responsive.  The original bid bond document must then be submitted by the contractor to the Department of Public Works Contract Office in-person or by mail to 841 N Broadway, Rm. 506, Milwaukee, WI 53202, within 24 hours upon being notified that they are the apparent low bidder.

PAYROLL MONITORING REQUIREMENTS:  The Prime Contractor awarded this project is required to participate in training on the City of Milwaukees Labor Compliance Reporting (LCR) Software after the date of contract award.  Throughout the contract term, Contractors are required to regularly provide timely payroll information via the LCR app.  Please contact the DPW Contracts Office at 414-286-3204 or email  HYPERLINK "mailto:DPWLCR@milwaukee.gov" DPWLCR@milwaukee.gov should you have any questions or concerns regarding the training or reporting process.
