Summary
As requested by the Public Utilities Engineering and Project Management Division (hereinafter, the “Division or Department”), the Collier County Board of County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Request for Professional Services (hereinafter, “RPS”) with the intent of obtaining proposals from interested and qualified Proposers in accordance with the terms, conditions and specifications stated herein, in the Solicitation and/or attachments. The Proposers at a minimum, must achieve the requirements of the Specifications, Scope of Services or Scope of Work stated. All references to “Proposer” are also referred to as “Consultant,” “Firm,” “Offeror,” “Contractor,” and “Vendor.”
Background
Since 1980, Collier County, Florida has experienced a significant population growth rate that is anticipated to continue for the foreseeable future. In 1985, the County implemented a Growth Management Act, followed in 1989 by a Growth Management Plan (GMP) as part of a “statewide effort to effectively manage growth.” Adopted in October 1997, the revised GMP includes a sub-element for sanitary sewer facilities and for potable water facilities.
Collier County Public Utilities Division is charged with providing water, wastewater, and irrigation quality water facilities necessary to accommodate the rapid development growth occurring in the northeast area of the County.
The need for additional facilities in the northeast was developed in the 2003 Water and Wastewater Master Plan Updates adopted by the Board of County Commissioners (BCC) in May 2004.
Each year, the BCC confirms the need for and timing of the water and wastewater facilities by way of the Annual update and Inventory Report (AUIR).
The awarded firm will provide Construction Engineering and Inspection (“CEI”) services for the following projects:
- Northeast County Regional Water Treatment Plant (NECRWTP) – (County’s Engineer of Record is Carollo Engineers)
- Northeast County Water Reclamation Facility (NECWRF) – (County’s Engineer of Record is Carollo Engineers)
- Northeast Common Facilities at the NECRWTP and NECWRF site– (County’s Engineer of Record is Carollo Engineers)
- Wellfield projects providing water to the NECRWTP plant (County’s Engineer of Record is CDM Smith)
A firm, or its affiliate, that is the Engineer of Record (EOR) on any of the projects listed herein shall not be considered eligible to compete as a consultant, CEI.
