ADDENDUM NO. 1
NOTICE is hereby given to prospective Bidders of the following information, clarifications,
and modifications to the Bidding Documents. The Bidding Documents remain unchanged except
for modifications specifically indicated under Modifications. Bidders must acknowledge receipt
of this Addendum in the Bid Form and comply with the requirements for submission of Bids as
set forth in the Bidding Documents.
BIDDER QUESTIONS & CORRESPONDING RESPONSES
The answers below are provided in response to questions and comments submitted by
prospective Bidders.
1. Question: Can the bid date be extended?
Answer: The General Contractor Bid Due date has been extended to Wednesday, April
15, 2026 by 1:00 PM.
2. Question: Does the qualifications in section 00 45 13 override the qualifications
requirements in 01 43 05? Seems like these are different? It only mentions requirements
to submit 00 45 13 with bid?
Answer: Specification Section 01 43 05 is intended to be the requirements for the
submittal of Section 00 45 13. These sections are intended to be used together. Please
refer to specification section modifications below for updated requirements.
3. Question: What is going to be required to secure the site at the Northeast Pump Station
when the existing gate is removed?
Answer: The new gate shall be installed ahead of the existing gate and prior to demolition
of the existing gate. The existing gate shall remain in service and functional until the new
gate has been commissioned.
4. Question: Are there any utility costs or gas service costs for India Street to be carried by
GC?
Answer: The utility (Unitil) shall be responsible for excavation, installation of the natural
gas piping up to the meter, rough backfill, and paving as required in Fore Street and the
sidewalk. The existing sidewalk is pavement and not brick in this area. The Contractor
shall be responsible for fine grading, loam and seed, and replacement of pavement for the
pump station driveway. The Contractor shall be responsible for paying these costs and
carry an allowance as required on the Bid Form. The Contractor shall be responsible for
coordinating with Unitil on installation timing.
5. Question: Photo eye post, catch post, fence line post/foundation by others is noted on the
drawings, particularly C-99-903. Are there parts to be by owner for which no costs are to
be carried by GC?
Answer: The Contractor is responsible for all aspects of the work related to the access
gate replacement. No items will be supplied or installed by Owner. Callouts noting work
is provided by others on C-99-903 were intended for gate manufacturers. GC shall
coordinate with gate and fencing suppliers to ensure that provided gate can be
incorporated with fencing.

6. Question: Please confirm there are no new control panels for the India Street or
Northeast Pump Stations that are required under Division 40?
Answer: No new control panels are required in either pump station. This project only
includes modifications to the existing control panels.
7. Question: Under Spec Section 40 63 43 under 2.01 J.1-5, all of these items shown are
obsolete. Please provide information on the requirement to provide these Parts as
specified or complete a full in-field PLC & I/O Module replacement.
Answer: This project does not include scope to do a full PLC replacement. Per section 40
67 00 3.01 only one digital input card is required to make room for the new I/O. Only
new components are allowed, used components are not acceptable. Contractors can
source new components from third parties.
8. Question: Please confirm the only Control Panel Modifications required under Div 40
are those noted in Section 40 67 00 under 3.01 A. 1, 2 & 3?
Answer: This is confirmed.
9. Question: Please clarify Section 40 67 00 3.01 A #4, if there are no new full control
panels required?
Answer: This language can be ignored for this project.
10. Question: In Specification Section 40 61 01, 1.09 Maintenance A & B calls to "Furnish
Extra Materials as specified" These items listed under B. #1 is Obsolete, please clarify if
a full PLC and I/O module replacement is required?
Answer: A full PLC and I/O replacement is not required on this project. This language
can be ignored.
11. Question: Can you provide contact information for the roofing company?
Answer: Tim Ingraham, The Garland Company. Phone number (207) 272-0272. This
information is also provided in the notes on S-1-101 and S-2-101.
12. Question: Can you confirm what the requirements are for supplying temporary water to
Northeast Pump Station while the water service entrance is being replaced?
Answer: Contractors shall utilize a nearby private water hydrant to temporarily supply
water to the pump station. PWD shall supply a temporary meter and backflow preventor.
Contractors must submit a work order for when the temporary service will be needed.
The proposed hose bibb is across the road, Contractors shall provide heavy duty hose
protectors across the driveway.
13. Question: Is there flexibility in the Notice to Proceed? We anticipate extended lead times
for the generators.
Answer: Yes, PWD has flexibility on the Notice to Proceed. Bidders shall include their
requested Notice to Proceed date based on project scheduling and equipment lead times
with their bid.

14. What is the thickness of the concrete wall for Type A and Type B on S-99-902 Detail 7?
Answer: Thicknesses will vary depending on the location of the infill. For example,
Keynote S05 on S-1-102 for the Northeast Pump Station Mezzanine Floor Slab infill is 8"
thick per the record drawings. Meanwhile, Keynote S02 on S-1-102 for the wall opening
infill is 12" thick per the record drawings. The Contractor shall verify all field
dimensions, locations, and geometry of existing structures prior to construction per
Structural General Note H.5 on S-0-001. All existing dimensions are approximate and
based off the record drawings.
15. Question: On S-1-102, note S05 says to infill per Detail 7 on S-99-902. This detail is for
wall infills, please confirm this is the correct detail.
Answer: Detail 7 on S-99-902 also applies to floor openings per Note 1 of the detail. The
required infill size for the floor infill will determine whether Type A (infill with
reinforcement) or Type B (infill without reinforcement) is applicable.
16. Question: The new concrete wall openings for louvers don't mention anything about
lintels being required? Are lintels needed for either the concrete or the CMU on the
inside?
Answer: The building exterior walls are solid concrete and exterior lintels are not
required. No interior lintels are required at the Northeast Pump Station because the
louvers are located at the top of the interior CMU. On the interior of the India Street
Pump Station generator exhaust, there will be CMU above the top of the louver which
must be supported by a lintel. Contractor shall provide a galvanized L4"x3-1/2"x5/16"
angle, fastened to the exterior concrete wall 18" OC w/ 304 SS 1/2" diameter expansion
bolts w/ 3-1/2" embedment angle lintel to support the approximately 4' of remaining 2"
CMU above the louver. Length of angle shall extend minimum 8" beyond the opening
each side. Contractor shall remove and reinstall CMU and 2" rigid insulation as required
to allow for angle installation. Repoint joints and paint as required to match existing
color, texture, and appearance.
17. Question: With the wall infills on the exterior concrete walls are we to match the
different patterns that are on the outside of the building? It appears that it was formed
with 1x3's at different depth and levels on the wall.
Answer: Yes, infills shall match existing exterior wall patterns per Detail 7 on S-99-902.
