Project Description: Summary of Work: Broward County Aviation Department (BCAD) is seeking a qualified vendor to provide a comprehensive lead emissions screening at North Perry Airport (HWO). The project includes developing a site-specific assessment framework, collecting and analyzing soil and air samples, and benchmarking findings against comparable airports and regulatory standards. Vendors are expected to propose scientifically sound methodologies, address coordination with airport operations, and ensure safety compliance. The scope also includes stakeholder engagement through public meetings and multilingual outreach, as well as the preparation of draft and final reports with data visualizations. All work must align with Federal Aviation Administration (FAA) and Environmental Protection Agency (EPA) requirements and support BCAD’s goal of mitigating lead exposure and facilitating the transition to unleaded aviation fuels.
Detailed Scope: A detailed Scope of Work was developed for pricing purposes and is included as Appendix titled, Detailed Scope of Work. This document is provided for reference and context only. Proposers are encouraged to offer innovative, cost-effective, and technically sound approaches to achieving the project objectives outlined in this RFP. Refer to Instructions to Vendors, Section 7 - Pricing Requirements and Submittal.
The Detailed Scope of Work included in the RFP is intended to provide a comprehensive understanding of the project requirements. It is not intended to restrict vendor innovation or flexibility in approach. Vendors are encouraged to propose innovative methods and enhancements that achieve the objectives outlined in the Summary and Detailed Scope of Work. The tasks listed should be considered as “will include but are not limited to” the items described. Timeframes noted in the Detailed Scope represent approximate expectations. Vendors may propose alternative schedules, provided they align with the overall project duration of approximately 110 calendar days. Requirements stated in the Detailed Scope should be interpreted as minimum standards. Vendors may exceed these standards where appropriate. Language such as “at least,” “as appropriate,” “consistent with most updated regulations,” and “statistically relevant” applies to all deliverables and tasks. Proposed approaches will be evaluated under the “Project Approach” criterion for completeness, feasibility, and alignment with project objectives, including flexibility and innovation.
Pricing: Bid Table Item descriptions for Discovery, Airport Benchmarking, Data Collection, and Stakeholder Engagement/Outreach Support correspond to the tasks outlined in the Detailed Scope. Vendors are instructed to price these tasks based on the minimum requirements described, while retaining flexibility to propose enhancements.
Requested Information: BPRO's Requested Information section identifies "required" and "optional" items for submittal, however all documents and information are relevant to the evaluation process. Therefore, vendors are strongly encouraged to provide all files at time of submittal, including those listed as “optional” in BPRO, to enable a timely and comprehensive review by the County.
