REPLACEMENT

INTRODUCTION & OVERVIEW
North Haven Public Schools (the "District") is soliciting formal, competitive sealed bids from
qualified HVAC contractors for the complete removal and replacement of two (2) existing
AERCO domestic hot water boilers at North Haven High School, located at 239 Elm Street,
North Haven, CT 06473.

SCOPE OF WORK
The selected contractor shall furnish all labor, equipment, materials, tools, and services
necessary to perform the following turn-key scope:
● Demolition & Disposal: Perform lockout/tagout on existing electrical, gas, and water
supply lines. Safely demolish, disconnect, and properly dispose of two (2) aged AERCO
Innovation Model 600 domestic hot water boilers off-site in full compliance with local
and state environmental laws.
● Equipment Supply & Installation: Furnish and install two (2) replacement
high-efficiency, commercial firetube domestic hot water boilers (approx. 600 MBH rating
each, e.g., RBI Encore Firetube 600MBH or approved equal).
● Piping & Mechanical Connections: Modify and reconnect domestic water, natural gas,
and flue venting piping to fit new equipment configurations. Re-insulate water piping at
the boiler area as required.
● Electrical Connections: Reconnect existing electrical power to new boilers in
compliance with the National Electrical Code (NEC).
● Startup & Commissioning: Perform full factory startup, operational testing, and safety
parameter checks.
● Permitting: Pull and pay for all required local Town of North Haven and State of
Connecticut building, mechanical, and plumbing permits.
EXCLUSIONS & RESPONSIBILITIES
● Controls: External building automation/controls integration is excluded from this bid (to
be handled separately).
● Electrical Upgrades: Heavy electrical utility work beyond direct connection to the
boilers is excluded.
● Structural / General: Structural reinforcement, ceiling removal/reinstallation, concrete
work, or hazardous material abatement (asbestos/lead) are excluded unless identified via
written addendum.
MANDATORY STATE & LOCAL LEGAL REQUIREMENTS
● Prevailing Wage Compliance (CGS § 31-53): State prevailing wage rates apply to this
public works project if the total contract exceeds statutory thresholds ($100,000 for
remodeling/repairs). The contractor must pay all mechanics and laborers at wages equal
to the prevailing rates established by the CTDOL and submit monthly certified payroll
reports.
● Bid Security & Performance/Payment Bonds (CGS § 49-41): Bids must be accompanied
by a 5% Bid Security (Bid Bond, Certified Check, or Cashier's Check). The awarded
contractor must execute a 100% Performance Bond and a 100% Labor and Material
Payment Bond prior to contract execution.
● OSHA 10-Hour Safety Training (CGS § 31-53b): Bidders must submit proof that all
mechanics and laborers performing on-site work have completed an approved OSHA
10-hour construction safety and health course.
● Licensure & Registration: Contractors must hold active CT Department of Consumer
Protection licenses (e.g., S-1 or P-1 Unlimited Contractor) and active business
registration with the CT Secretary of the State.
● Nondiscrimination & Affirmative Action (CGS § 4a-60 & § 4a-60a): The contractor
agrees not to discriminate against any employee or applicant on the grounds of race,
color, religious creed, age, marital status, national origin, sex, gender identity or
expression, sexual orientation, or disability.
● Freedom of Information Act (FOIA) (CGS § 1-200 et seq.): All proposals submitted
become public records subject to disclosure under CT FOIA rules once opened.
INSURANCE & INDEMNIFICATION REQUIREMENTS
The contractor shall maintain the following minimum insurance limits, naming the Town of
North Haven and the North Haven Board of Education as Additional Insureds on a primary and
non-contributory basis:
● Commercial General Liability: $1,000,000 per occurrence / $2,000,000 aggregate.
● Automobile Liability: $1,000,000 combined single limit.
● Workers' Compensation: Statutory Connecticut limits.
● Employers' Liability: $500,000 / $500,000 / $500,000.
● Indemnification: Contractor shall defend, indemnify, and hold harmless the Town of
North Haven and North Haven Board of Education against all claims arising out of
project performance.

3. Equipment Lead Time & Warranty Coverage Terms
4. 5% Bid Bond or Certified Check
5. Executed Non-Collusion Affidavit (Attached below)
6. Copies of CT Contractor Licenses & OSHA 10 Certifications

RESERVATION OF RIGHTS
North Haven Public Schools reserves the right to reject any or all proposals, to waive
informalities or technical defects in bids, and to accept the proposal deemed to be in the best
interest of the district and Town of North Haven.
