North End Mural

Purpose:

The City of Winchester is soliciting proposals for: an artist or artist team to create a dynamic and innovative mural on all or part of the exterior surfaces on a precast concrete wall that will be placed on North Kent Street.

This Request for Proposal (RFP), plus the resulting agreement, shall be consistent with, and governed by the Act, the Virginia Public Procurement Act (VPPA). This award may be awarded to one or more firms.

Term of Contract:

All work shall be completed within 180 calendar days from Notice to Proceed for the project and can extended if needed, after consultation with North End Community Arts Council. The City reserves the right to cancel and terminate this Contract, without penalty, upon ten (10) days written notice to contractor.
