Notice of Intent to Sole Source



The Naval Aerospace Medical Institute (NAMI)'s Flight Medic Course plays a crucial role in preparing medical enlisted personnel for critical enroute patient care, often in challenging, austere environments like military aircraft. The North American Rescue Simulation (NAR-S) Airframe Simulators are mission-essential assets for the Naval Aerospace Medical Institute (NAMI)'s Flight Medic Course, which trains personnel for en route casualty care. These systems directly support this mission by providing an unparalleled level of realism that bridges the gap between classroom theory and operational practice. The research for this capability was framed by the special requirement for platform-specific training, as medics must be proficient within the actual kinetic and spatial constraints of H-60 and CV-22 aircraft, a feature generic manikins cannot replicate. Furthermore, the system's advanced clinical features, such as interchangeable wounds and dynamic physiological responses, are critical for simulating complex trauma scenarios and developing life-saving decision-making skills under stress. Due to the proprietary and highly integrated nature of these simulators, only the Original Equipment Manufacturer (OEM), North American Rescue, possesses the requisite technical expertise, software, and certified parts to maintain them. Therefore, this sustainment service is the sole viable method to guarantee the operational readiness of these critical training devices, ensuring NAMI consistently produce mission-capable flight medics.



Need:



The core of this requirement is for extended warranties to ensure the continuous operational readiness and lifecycle sustainment of the Government's three (3) high-fidelity North American Rescue (NAR-S) Airframe Simulators (two H-60, one CV-22). The warranty service must provide all necessary personnel, expertise, and materials to maintain the simulators at their original equipment manufacturer (OEM) specifications. This includes, but is not limited to, the following functions:




  • Diagnose and Troubleshoot: The service must be capable of remotely and, if necessary, on-site diagnosing any reported system malfunction to identify the root cause of failure.

  • Repair and Restore: The service must perform all necessary repairs to restore any failed or degraded component to full functionality. This includes the repair or replacement of all electronic, pneumatic, hydraulic, and mechanical systems integral to the simulators.

  • Provide Technical Support: The service must provide on-demand technical support via phone, email, or virtual means to assist Government personnel with operational questions, software/firmware guidance, and initial troubleshooting.

  • Maintain and Update: The service must perform preventative maintenance and apply necessary software or firmware updates as required to ensure the systems are operating on the latest stable versions provided by the OEM.

  • Document and Report: The service must provide detailed documentation of all maintenance actions performed, including service records, parts replaced, and an analysis of system performance over time.





Performance Qualities and Attributes

The service must meet the following performance standards:




  • Operational Availability: The primary performance attribute is maximizing the simulators' operational availability for scheduled training at the Navy Flight Medic School. The goal is to minimize downtime due to equipment failure.

  • Responsiveness: The service provider must demonstrate timely response to service requests. Remote technical support must be acknowledged and initiated within one business day. If on-site repair is deemed necessary, deployment of technicians must be scheduled in a timely manner, prioritized by the impact of the failure on the training mission.

  • Comprehensiveness: The service must be all-inclusive, covering all labor, parts (excluding specified consumables like batteries), and travel costs associated with fulfilling the maintenance and repair requirements.

  • Expertise: All maintenance and repair actions must be performed by OEM-certified technicians who possess the proprietary knowledge, tools, and diagnostic equipment required to service the NAR-S systems.





The services must be performed on the Government's existing physical assets: the two (2) H-60 and one (1) CV-22 Airframe Simulators, including all their integrated electronic, mechanical, and software components located at NAMI, NAS Pensacola.



The overall period of performance for this service is twelve (12) consecutive months, beginning with the date of contract award. Within this period, specific deliverables are required according to the following schedule:




  • Initial System Diagnostic Report: Due within 30 days of the contract start date.

  • Periodic Performance & Maintenance Reports: Due at the specified intervals recommended by the manufacturer.

  • On-Demand Support and Repair: Must be provided continuously and as-needed throughout the entire 12-month period.



This notice of intent is not a request for competitive proposals. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and price information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed five (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information will not be considered as an affirmative response or acceptance of the capability statement. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements should also include the business size and cage code.



Capability statements are due by 2:00 PM Local Time, 24 June 2026. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to the following address: curtis.e.cardoza.civ@us.navy.mil.
