NON-DESTRUCTIVE TESTING AND INSPECTION SERVICES FOR AUSTIN ENERGY
1. PURPOSE
1.1. Contractor shall perform testing and inspection services as outlined in this document at Austin
Energy's Power and District Cooling Plants, vendor facilities, and Right of Way projects. Services
will include American Society for Nondestructive Testing (ASNT) Level III oversight; Non-
Destructive Examination (NDE); welding inspection; welding documentation review; and
American Welding Society (AWS) Certified Welding Inspector (CWI) services.
1.2. Projects will include but are not limited to boilers and auxiliary components, piping systems,
structural systems, gas turbine exhaust sections, transmission pole structures, and various
rotating equipment to support the safety, reliability, and integrity of Austin Energy operations.
1.3. The Contractor shall provide final inspection reports in accordance with the Deliverables
section of this document.
1.4. Austin Energy (AE) will utilize the resulting contract to inspect AE employee welds, Contractor
welds, and vendor welds on new and existing equipment.
1.5. AE will utilize this contract to provide quality assurance inspections of purchased steel
transmission pole structures in the field and at manufacturing facilities.
1.6. AE will utilize the contract to assist in inspections and examinations of a variety of components
during fabrication, repairs, and in service conditions.
1.7. AE will utilize this contract to qualify procedures and welders.
2. BACKGROUND
Austin Energy has an R stamp authorization to perform code repairs to boilers, pressure vessels, high
energy piping, and auxiliary equipment, and requires nondestructive testing of in-house welds made
under this program and in compliance with American Society of Mechanical Engineers Boiler and Pressure
Vessel Code (ASME BPVC) and National Board Inspection Code (NBIC).
3. TERM OF THE CONTRACT
This Contract shall remain in effect for an initial term of 12 months, or the City terminates the
Contract. This Contract may be extended beyond the initial term for up to four additional 12-month
periods at the City's sole option.
4. CONTRACTOR QUALIFICATIONS
4.1. Contractor shall meet one or more of the following qualifications to be considered for award.
Documentation demonstrating experience and certifications must be included in the Offeror's
submittal.
4.2. Contractor shall have/maintain an ASNT NDT Level III on staff qualified in one or more of the
following disciplines: Magnetic Particle Testing (MT), Penetrant Testing (PT), Ultrasonic Shear
Wave Testing (UT), Eddy Current Testing (ET), Visual Testing (VT), Radiographic Testing (RT), and
Phased Array Ultrasonic Testing (PAUT).
4.2.1. If the submitted ASNT NDT Level III staff person leaves the Contractor, Contractor shall
provide documentation of replacement or remaining qualified ASNT NDT Level III personnel
to the Austin Energy Project Manager.

4.3. Contractor shall have a Certified Welding Inspector (CWI that maintains a minimum of 5 years
of documented experience with the American Society of Mechanical Engineers Boiler Pressure
Vessel Code (ASME BPVC) and ASME B31.
4.4. Contractor shall have a Certified Welding Inspector (CWI) that maintains a minimum of 5 years
of documented experience with the America Welding Society (AWS) structural welding codes.
4.5. Contractor shall maintain a minimum of 5 years of documented experience inspecting and
assessing gas turbine exhaust diffusers and transition pieces.
5. CONTRACTOR REQUIREMENTS
When required by the Project Manager, Contractor shall provide Non-Destructive Examination
NDE procedures and Procedure Qualification Records (PQRs).When required by the Project
Manager, Contractor shall provide proof of OSHA 10 training and Confined Space training for
applicable personnel.
5.1. When required, Contractor shall provide Level III review of field data within four (4) to six (6)
hours for time-sensitive Right of Way projects scheduled to be buried immediately following
inspection review. Contractor shall perform Project specified examinations, which may
include, but are not limited to:
5.1.1. Video-borescope examination
5.1.2. Ultrasonic Shear Wave Testing (UT) with recording capabilities
5.1.3. Ultrasonic Thickness Testing (UTT)
5.1.4. Phased Array Ultrasonic Examination (PAUT)
5.1.5. Metallographic Replication
5.1.6. Radiographic Testing (RT)
5.1.7. Magnetic Particle Examination, Dry Particle and Wet Fluorescent (WFMT)
5.1.8. Liquid Penetrant Examination (PT)
5.1.9. Eddy Current Examination
5.1.10. Fabrication facility quality audits
5.1.11. Mechanical testing for welder and procedure qualification
5.1.12. Certified Welding Inspector (CWI inspection:
5.1.12.1. CWI inspection may include fit-up, root weld inspection, welding procedure
compliance, heat treatment verification, and final weld profile inspection.
5.1.12.2. Welds shall be visually inspected by the CWI prior to performing any NDE.

5.1.13.1. Review of Welding Procedure Specification (WPS), Procedure Qualification
Record (PQR), and Welder Performance Qualification (WPQ) submittals to
verify compliance with applicable Project-specified codes and standards.
5.1.14. Visual Inspection:
5.1.14.1. Contractor shall inspect plant components (including headers, tubes, piping,
vessels, tanks, blades, vanes, gas turbine exhaust diffusers/transitions, and
valves) for indications such as cracks, discontinuities, corrosion, bulging,
and pitting. Contractor shall quantify the indications using appropriate
measurement techniques.
5.2. Contractor shall have personnel and equipment available to respond to emergency needs.
Emergency responders must be on-site at the location of the emergency within twenty-four
(24) hours of notification by Austin Energy, including evenings, weekends, and holidays, unless
otherwise agreed to in writing.
5.3. Update frequency and required documentation will vary by Project and may include

5.3.5. CWI Documentation Review and Acceptance report
5.3.5.1. Review and response may be required within twenty-four (24) hours of receipt
of welding contractor documentation.
5.3.5.2. Documentation review shall verify procedures and qualifications meet
applicable Project-specified codes and standards.
5.3.5.3. If discrepancies are found, the report shall describe the actions necessary to
achieve compliance.
6. Responsibilities
6.1. Contractor's Responsibilities
6.1.1. Contractor shall provide NDE procedures to be used on a Project when requested

6.1.4. Contractor shall ensure all inspection personnel have required personal protective
equipment in good condition
6.1.5. Contractor shall provide reports described in deliverables within the time each Project
indicates
6.1.6. Contractor shall provide all required personal protective equipment
6.1.7. WORKING ON OR NEAR ENERGIZED EQUIPMENT-ARC FLASH PROTECTION:
6.1.7.1. Contractor's employees shall wear at all times the proper personal protective
equipment and clothing required for the head, face, torso, arms, hands, and
lower body that provides a minimum Arc Thermal Protection Value of 12
calories per square centimeter (cal/cm2) when working on or near energized
electrical equipment, or greater, if required by the NFPA Standard 70E and/or
Article 410 of the NESC for the work being performed.
6.2. Austin Energy Responsibilities
6.2.1. Austin Energy will provide inspection scope of work.
6.2.1.1. The scope of work will identify the Austin Energy Project Point of Contact and
the reports required.
6.2.2. Austin Energy will provide scaffolding
6.2.3. Austin Energy will remove and install insulation and lagging
6.2.4. Austin Energy will lock out and tag out equipment
6.2.5. Austin Energy will provide Welding Documents for CWI documentation review

7. Delivery Locations
7.1. Delivery of Service is to be made within one (1) calendar day from repairs after the
order is placed (either verbally or in writing) for emergencies, and as scheduled for
non-emergency repairs. Service will be provided at the following locations and at
additional sites as needed:

9. Designation of Key Personnel
The City and the Contractor resolve to keep the same key personnel assigned to this engagement
throughout its term. If it becomes necessary for the Contractor to replace any key personnel, the
replacement will be an individual having equivalent experience and competence in executing
projects such as the one described herein. Additionally, the Contractor shall promptly notify the
City and obtain approval for the replacement. Such approval shall not be unreasonably withheld.
