Non-Congregate Sheltering for Pueblo Shelter

The City of Pueblo is inviting proposals from qualified modular construction companies ("Contractor") to design and build non-congregate sheltering structures at the existing Pueblo Shelter Site, located at the 700 Block of West 4th Street, Pueblo, CO, 81003.

The preferred design should feature cost-effective modular construction, incorporating multiple efficiency units per structure. Each unit must be ADA-compliant and conform to the minimum standards of the International Residential Code (IRC). The structures may either be permanently installed or designed as on-frame units.

The City of Pueblo envisions transforming the 700 Block of West 4th Street into a fully integrated campus dedicated to homeless response and services. This area currently includes two City-owned buildings and a vacant parcel of land situated between them. The goal for this site is to provide temporary, non-congregate sheltering solutions to support Pueblo's unhoused residents.
