Non-Congregate Shelter, Qualified Vendor List (QVL)

The purpose of this Request for Proposal is to identify one or more privately owned and operated facilities, such as hotels, capable of providing non-congregate shelter to accommodate families and individuals encountered by DHS at the Southern border.

This solicitation will be open and continuous through August 15, 2027, meaning that the City will accept proposals from prospective offerors at any time through August 15, 2027. The initial submittal period is open through 2:00pm Local AZ Time on June 2, 2023. After the initial submittal period, the City intends to review submissions no more than every 90 days. Offers may be evaluated sooner or later than 90 days at the City's discretion. Successful offers will be awarded a contract and placed on the City's Qualified Vendor List. No awards will be made after February 23, 2028.
