Noise and Operations Monitoring System/ Flight Identification and Tracking System (FITS)

Project Description: The purpose of this technical specification is to establish a sixty (60) month contract with two one-year renewal options to provide a Flight Identification and Tracking System (FITS) and a
Noise and Operations Monitoring System (NOMS) using the existing noise monitors around Dallas Love Field (DAL) and Dallas Executive Airport (RBD). The Noise and Operations Monitoring System (NOMS) enhances the ability of both Airports to identify and track aircraft, acquire data for aircraft/noise correlation, compliance analysis, complaint investigation, and to provide a means to monitor aircraft noise through an array of permanent noise monitors.
To better serve and respond to residents and other stakeholders in the area, the City seeks the most up-to-date comprehensive NOMS system/solution that has been proven to provide the eleven signal services listed below, with a reasonable balance of price and performance that minimizes the cost of annual maintenance and support.
