the posting of this notice in accordance with City of Durham Policy FP113. A protest shall be in writing,

set for the protester’s understanding of the basis for the recommendation, and the specific facts,

circumstances, and grounds that demonstrate that the contract award by the City, as requested in the

recommendation, would be unlawful or unfair to the detriment of the protester (Section IV(C)(2)).
