OFFICIAL NOTICE
Formal sealed bid proposals (IN DUPLICATE) will be received by the Decatur County
Administrative Office until 9:59 A.M. on 05/26/2026. Bids will be opened on 05/26/2026 at
10:00 A.M. in the Administrative Office conference room.
Bids should be mailed to Decatur County Board of Commissioners, P.O. Box 726, Bainbridge,
GA 39818. The physical address of the administrative office is 203 E Broughton St, Bainbridge,
GA 39818. Bids may also be hand-delivered to this physical address. All bids shall be marked as
"Rescue Pumper Bid" on the front.
INTRODUCTION
Decatur County Fire & Rescue (DCFR) is seeking competitive bid proposals for the purchase of
an NFPA 1901-compliant, commercial chassis, 4-door, with a 1,250 or greater GPM pump and
1,000 gallon capacity tank. The purpose of this request is to establish the minimum specifications
the pumper must meet for purchase consideration.
APPROVALS
The pumper shall be compliant with all requirements of the National Fire Protection Association
(NFPA) NFPA-1901, 2016 Edition or current "Standard on Automotive Fire Apparatus."
MINIMUM SPECIFICATIONS
The pumper selected shall meet all specifications as determined by DCFR. The pumper shall
have the following components and operational features:
1) CHASSIS
* Maximum height - 9 ft 6 in.
* Maximum length - 30 - 32 ft.
* Color - Red (Grey - top half of cab)
* Freightliner M2 or M4 chassis, or equivalent
* 350hp Engine
* Single-axle
* Front Bumper - Chrome Extended 18", with hose well and severe duty hinged lid
and guide marker lights
* The following standard features:
- Air bags
- Air conditioner/heater/defroster

- Alternator, heavy duty - 275 amp
- Auxiliary Engine Cooler
- Backup Alarm - 97B
- Batteries - Three (3) 12V maintenance-free
- Battery box/cab step with diamond plate
- Full air exhaust brakes
- Cameras - Rear vision and dash cam
- Chargers/ports - Two (2) 12V receptacles, two (2) USB ports, one (1)
110V electrical outlet
- Center of Gravity test (NFPA)
- Command panel between driver and officer positions
- Console between front seats, fabricated with heavy-duty finish and built-
in compartment, houses switch panel, pump control, siren, etc.

3) BODY
* Configuration: Passenger side, Rescue-style, full height - ladders, pike poles
under/through tank
* Standard features (unless otherwise specified):
99"-101" wide (manufacturer will define in bid)
Metal used in fabrication will be defined by manufacturer in bid
CNC machining with CAD drawings
Engineered drawing for entire truck to verify GVW *OR* Proof of tilt test
Body substructure engineered to totally support full length & width of

Substructure: Manufacturer will define fastening method to frame
Sub-frame: Manufacturer will define method of attachment
All exterior fasteners utilized for holding panels or treadplate shall be
stainless steel
Side body fender
Rub rails - aluminum treadplate, extended full length of main body
Running board steps on driver and passenger side, width of pump
enclosure
Handrails, LED: Two (2) on rear of tailboard, one (1) on each side,
anywhere climbing is required
Hard suction storage: Manufacturer will define based on compartment
and ladder storage configuration
Protective coating on chassis undercarriage
* Polished aluminum fenderettes
* Tank Access: Folding steps, two (2) left front, two (2) right front, two (2) left rear

* Internal/enclosed ladder & pike pole storage - passenger side rear
* 12" rear tailboard/step - full width of body
* Compartment features:
Construction material - manufacturer will define in bid
Industrial spray coating - Zolotone or Rhino liner type
Sweep out compartment floors
Aluminum drip rail installed above each compartment
LED strip lighting, one inside each door track, vertically centered
Unistrut shelving vertically installed inside each compartment
Compartment shelves: adjustable, provided for all compartments.
Location will be defined in final bid spec.
Aluminum vents on top rear wall of compartment
* Compartment configuration (manufacturer will propose configuration in bid with
dimensions that best utilize space):
Driver side: Full-height rescue-style, split depth
Passenger side: High side/low side with ladders slid in beside tank
Rear: Flat with 1 compartment, roll-up door
One compartment that transfers through the body from the driver's side to
the passenger's side, or a variation of this setup that would allow for our
current setup to transfer over to this apparatus. The purpose of this setup
is to hold our current fill station tanks and system. This setup is based on
your capabilities and may require an alternate plan to accomplish this.
However, it is a requirement for the apparatus. Below is our current setup:

This setup has 4 (6000) Cylinders that are ~56" X ~9"
This setup will need individual tank controls in the fill location if the tanks are
stored in a difficult or separate location. This would include a fill port for the
tanks if the tanks are in a difficult or separate location.
* Roll-up compartment doors
* Two (2) 500 lb capacity, fully extendable roll-out trays (location will be defined
by dept. in final build spec)
* Four (4) SCBA compartments in fender wells, two (2) each side
* Fire extinguisher compartment - wheel well area

4) ELECTRICAL
* Complete electrical diagram provided in bid
* All wiring and electrical components will be NFPA 1901 compliant and meet
SAE standards
* All switches and controls will be center console-mounted between the cab driver
and passenger seats
* All wiring will be color-coded and labeled
* All wiring will be encased in protective wiring loom where possible. Wires
should not be loose and/or unprotected.
* All wiring under chassis will be encased in protective wiring loom.
* Battery charger and compressor system: Kussmaul Pump Plus 1200 OR
equivalent
* Auto-eject battery charger receptacle: Kussmaul 20 Super Auto Eject OR
equivalent
* Pre-wired for radio installation
* Two (2) 110V electrical ports inside compartments, one on each side
* One (1) 110V electrical port, rear of truck
* Two (2) USB ports in compartments, one on each side
* Two (2) 12V receptacles inside compartments, one on each side
* Bank of four (4) 110V receptacles in cab in floor
* Digital intercom system (driver and passenger headsets, remote headset)
5) LIGHTING
* All lighting and reflectors will meet Federal motor vehicle standards
* Emergency lighting package will meet NFPA Zone Requirements
* All emergency warning lights will be high-intensity LED - Whelen or
equivalent
* Cab interior light - LED

* Handrails with LED
* Crosslay/speedlay/Hosebed light - LED
* Ground lighting: Eight (8) 4" LED clear lights
Two (2) under cab doors

* Light bar - 56" low-profile (Whelen Justice or equivalent)
* Brow light, LED - located below light bar
* Tail lights - LED, Tri-cluster (Whelen 600 Series or equivalent)
* Rear LED work light at rear vision camera
* Deck lights: LED, two (2) at rear of truck
* Directional Traffic Advisor (mounted on rear of truck)
* Two (2) LED scene/telescopic lights, minimum of 20,000 lumens; remote
switch installed on the cab console and on the pump panel
6) PAINTING, STRIPING, & LETTERING
* Body color will match chassis defined in Section 1
* Manufacturer will define painting process
* NFPA-compliant chevron reflective striping on rear
* NFPA-compliant reflective body striping
* Vinyl lettering and artwork, reflective. Location and wording defined by dept. in
final bid spec.
