⚓ NextGen Submarine Rescue System (SRS) Industry Day Announcement



Host: U.S. Department of the Navy (USN) | DRPM I&I | Undersea Special Mission Systems Program Office (PMS390)



The Navy is advancing its submarine rescue capabilities and is seeking industry input to replace the current system. This unclassified Industry Day facilitates discussion on innovative ideas, technical offerings, challenges, and emerging technologies as PMS390 conducts market research for the next-generation submarine rescue system.

??️ Technical Objectives & System Characteristics



PMS390 seeks innovative solutions to replace the current submarine rescue capability within five (5) years of a design development contract award.



Key Capabilities Required:




  • Materiel Solution: Multiple, commercially classified, small, and highly transportable rescue vehicles.

  • Decompression Capabilities: Built directly into the design of the rescue vehicles, alongside executing Disabled Submarine (DISSUB) survivor rescues.

  • Performance Goals: High operational availability, rapid transportability, highly sustainable configuration, fast "time to first rescue," and reduced overall life-cycle Program costs.

  • Certification: Final solution must be commercially certified by an International Association of Classification Societies (IACS) member.

  • Flexibility: PMS390 is open to all contracting, ownership, operation, maintenance, and supportability strategies.



Additional Notes:




  • The Government is seeking full solutions to be presented during the one-on-one discussions.

  • PMS390 is collaborating with some Foreign Partners. Please ensure the materials shared are marked in a way that authorizes them to be shared with United States Government, PMS390 Support Contractors, and military Foreign Partners, at a minimum from the United Kingdom and Australia.

    • If an NDA is required from our PMS390 support contractors, please include that with your abstract submission.



  • Abstracts provided will be reviewed to make a selection for one-on-one meetings (30-45min). The selected companies will be notified by August 21st.

  • The Initial Capabilities Document (ICD) has been added to this announcement to provide essential context. As the precursor to the formal Requirements Development phase of the acquisition process, the ICD outlines capability gaps identified by the Fleet. Please note that this acquisition focuses primarily on Submarine Rescue and Decompression efforts, subset of those identified gaps. The desired design characteristics published in the original Industry Day announcement continue to directly align with the primary objectives of this acquisition.

  • Exclusion: Generic corporate capability statements will not be accepted or considered for a one-on-one session.

  • Note: Government representatives will review all abstracts and select companies for the limited one-on-one slots. Approved companies will be notified of their scheduled times.
