ADVERTISEMENT FOR BIDS
1.1
PROJECT INFORMATION
A. Notice to Bidders: Qualified bidders may submit bids for project as described in this
Document. Submit bids according to the Instructions to Bidders.
1. Regulatory Requirements: Connecticut State Building Code, including Errata #1, and the
Laws, Ordinances and Regulation of the Town of Newington, Connecticut shall govern
submittal, opening, and award of bids.
B. Project Identification: Bid No.: 2024-2025-1, Newington Police Station, HVAC and Roof
Replacement.
1. Project Location: Newington Police Station, 300 Garfield Street, Newington,
Connecticut.
C. Owner: Town of Newington, 200 Garfield Street, Newington, Connecticut.
1. Owner's Representative: Town Manager, 200 Garfield Street, Suite 203, Newington,
Connecticut.
D. Architect: JCJ Architecture, 120 Huyshope Avenue, Suite 400, Hartford, CT 06106.
E. Project Description: Project consists of replacement of rooftop HVAC units, modifying the
current BMS to work with the new and existing mechanical equipment to remain, the
replacement of the existing EPDM roofing system, and the replacement of the existing
Architectural Asphalt Roof Shingles.
F. Construction Contract: Bids will be received for the following Work:
1. General Contract (all trades). HVAC Contractors shall be eligible to bid as General
Contractors. Roofing Contractors shall not be eligible to bid as General Contractors.
1.2
BID SUBMITTAL AND OPENING
A. Owner will receive sealed lump sum bids until the bid time and date at the location given below.
Owner will consider bids prepared in compliance with the Instructions to Bidders issued by
Owner, and delivered as follows:
1. Bid Date: 11/20/2024.
2. Bid Time: 1:00 p.m., local time.
3. Location: Newington Town Hall, 200 Garfield Street, Town Manager’s Office, Suite 203,
Newington, Connecticut 06111.
B. Bids will be thereafter publicly opened and read aloud in Newington Town Hall, Room 201A,
Garfield Street, Newington, Connecticut 06111.

BID SECURITY
A. Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No
bids may be withdrawn for a period of 90 days after opening of bids. Owner reserves the right
to reject any and all bids and to waive informalities and irregularities.
1.4
PREBID MEETING
A. Prebid Meeting: A mandatory Prebid meeting for all bidders will be held at Newington Police
Station, 300 Garfield Street, Newington, Connecticut, in the Main Lobby on 11/6/2024 at 9:30
a.m., local time.
1. Bidders' Questions: Architect will provide responses at Prebid conference to bidders'
questions received by 11/13/2024 and responded to by 11/15/2024.

DOCUMENTS
A. Printed Procurement and Contracting Documents: Obtain after 10/28/2024, by contacting
Joseph Merritt and Co., 650 Franklin Ave., Hartford, CT 06114, telephone 860-296-2500, fax
860-947-3288. Documents will be provided to all bidders; only complete sets of documents will
be issued.

TIME OF COMPLETION
A. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete
the Work within the Contract Time.
1.7
BIDDER'S QUALIFICATIONS
A. Bidders must be properly licensed under the laws governing their respective trades and be able
to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and
Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the
successful Bidder.
