Provide professional engineering, environmental, right of way, utility, and design services related to preliminary engineering, environmental documents, Plans, Specifications, and Estimate (PS&E), and design services during construction for the Newbury Road and Kelley Road Drainage Improvements (CI 5330)

Background

The City of Thousand Oaks is located in eastern Ventura County and consists of 56 square miles. The City population is approximately 122,000. The City is a general law city operating under the Council/Manager form of government. The City Council is comprised of five elected members through district-based elections, with one member serving as Mayor on an annual basis.

The City plans to evaluate and address any deficiencies in a trapezoidal concrete channel located on the north side of Newbury Road at the intersection of Kelley Road (Attachment A - Vicinity and Location Map). The City intends to implement repairs and improvements to the channel and adjacent areas to improve drainage capacity and mitigate flooding.

The channel receives flow from a box culvert on the west end, where the channel starts, and discharges the flow into a box culvert under the US 101 freeway, which discharges into a Ventura County Watershed Protection District (VCWPD) channel. Since this channel is located in the Caltrans’ Right-Of-Way (ROW), coordination with the agency will be required.
