SPECIFICATIONS
for
New Dump Trucks
GENERAL
It is the intent of these specifications to describe one bid: nine new dump trucks in sufficient detail to secure bids
on comparable equipment. Nine dump trucks are to be traded in. All parts not specifically mentioned, which are
necessary to provide a complete unit(s), shall be included in the bid and shall conform in strength and quality of
material and workmanship to what is usually provided to the trade in general. The trucks shall be new. The trucks
are to be delivered to the body vendor and to the Hancock County Highway, 921 W. Osage St., Greenfield, upon
completion.
Hancock County may accept a bid or none if they so desire.
The bids are due 7APR, 2026 at 8:00 am as stated in the Notice of Bids. The bids shall include bid form 95,
which shall include the non-collusion affidavit. The bids shall be submitted in a sealed envelope with the words
"Dump Truck Bid" marked on it.
Units shall be manufactured and assembled with conformance to the best known Engineering Standards of the
trade, relative to design, strength, quality, durability and workmanship. Every item assembled upon this unit must
meet the latest Federal Safety Standards.
Any units not in substantial compliance with these specifications will be rejected. Hancock County shall be the
sole judge in determining if the units are in substantial compliance.
Bidders shall also attach literature or brochure of the model(s) being offered with the bid.
The successful Bidder shall indemnify and save harmless the local agency from any and all suits, costs and
penalties or claims for infringements by reason of any patented designs, devices, or materials or any trademark or
copyright in connection with the specific units furnished under this proposal at anytime during manufacture and
after purchase of the specified units.
Where the term or equal is used in these specifications and Bidder deviates from the specified item, he shall file
(with his bid) a letter fully explaining and justifying his proposed article or equal.
The Bidder shall at the time of this proposal have some adequate parts station in the State of Indiana whereby
parts shall be available in 48 hours when so ordered by Hancock County. Bidder shall denote by separate insert in
his/her bid where this service is available. Such parts arrangement will be given consideration in the award.
The bid shall include the cost for and delivery of a Parts Book/CD and a Service Manual/CD for the model being
bid.
Bids shall remain in effect for 15 calendar days.
The bid shall be awarded to the best bid.

Trade in of existing dump trucks
Nine, Hancock County owned, dump trucks will be traded in with this bid. They are as follows:

The existing dump truck will used by the Hancock County Highway until the new dump trucks are delivered which
replace these existing trucks. These dump trucks will remain insured by Hancock County until such time that they
are relinquished to the Bidder.
Notice of Bids
The Board of Commissioners of Hancock County will receive bids for new Dump Truck at their office in the
Hancock County Courthouse Annex, 111 American Legion Place, Suite 101, Greenfield, IN 46140 until 8:00 A.M.
on the 7th day of APR, 2026.
Bids will be evaluated based upon inspection, testing, quality, workmanship, delivery and suitability for particular
purpose. The bid will be awarded to the lowest responsible and responsive bidder, except that Hancock County
retains the right to reject all bids when it is in the best interest of the county.

Minimum Requirements for the Dump Trucks Accessories
These new accessories are to be installed on the new truck chassis, as specified above.
The intent of these specifications are to build complete dump trucks capable of hauling, plowing snow and distributing salt/sand as needed.

Wiring to the rear of the truck chassis from the cab shall consist of color coded multiple wire trailer type cable. Entire wiring harness shall be modular sealed
harness or polyethylene tubing. Harness or tubing shall be secured to frame every 18 inches by clips and/or hangers.
Betts harness or equal and all other wires shall be provided with necessary grimmest, straps, hangers, brackets, clips, screws and/or nuts, bolts needed to install
all waterproof harness, wires and hardware in a neat and professional manner. The junction box shall be mounted on the rear frame rail.

One set of snow plow lights to be mounted on a light bar over cab. Plow lights are to be LED spotlight beam industry standard with protective cap. Switch
mounted in cab. Provide adequate wiring for lights. Lights shall be wired to circuit breaker with adequate load for lights as specified.

A yellow flashing strobe is to be installed on the light bar over the cab with the snow plow lights. The strobe shall have an independent switch in the cab. The

The lighting system for the dump body shall be the LED series or equal, rear mounted lights (two-tail, stop, turn signal and strobe and back-up). The lights shall
be mounted in the rear post section of the dump body (not on outside of post). The lighting system wiring shall be the polyurethane tubing or equal.
The body shall be equipped with sufficient number of armored lights and reflectors so placed as to meet Indiana State and F.M.V.S.S. specifications.

The pump shall be a severe duty, variable displacement, axial piston pump or equal with a load sensing control. Pump will have a 1 14" keyed shaft with a 5/16"
keyway and a SAE 2-bolt "C" mounting flange. The pump shall be 4.67 cubic inches in displacement and rated for 3000 psi. The pump shall have a high
pressure 2000 PSI outboard Teflon shaft seal to protect the sealed ball bearing and pump seal from road contamination and salt spray. The pump shall have a
special hardening process applied to all wear surfaces. The pump shall have side ports to avoid multiple bends in the pressure and suction hoses. Rear ports are
not acceptable. The case drain must be positioned as high as possible and directed back to the reservoir without passing through the return line filter and
unrestricted. The case drain line shall be a 34" ID minimum. The pump inlet shall have a 2" split flange port and the outlet port shall be 1" SAE-16 O'ring. The
suction line from the reservoir to the pump inlet must be 2" ID minimum. The pressure line from the pump to the directional control valve shall be 1" ID
minimum. Pump shall be a FORCE America, Inc. model PVWH-34L or equal.
