Notice of Request for Proposals (RFP) for
390 Robert Street Design and Construction Administrative Services
Contract Number 26P140
The Metropolitan Council is soliciting proposals for design services for modifications to the
Council's office building located at 390 Robert Street, Saint Paul, MN 55101. Requested
services include, but are not limited to, predesign and design services, provision of construction
documents, and construction administrative services. The anticipated schedule for this
procurement is as follows:
RFP Issue Date June 4, 2026
Pre-Proposal Meeting June 16, 2026, at 2:00 PM CST
Questions Due June 18, 2026, at 4:00 PM CST
Proposals Due July 7, 2026, at 4:00 PM CST
Award October 2026
For the purposes of this contract, the Council has established a 15% goal for Metropolitan

Hybrid Pre-Proposal Meeting and In-Person Site Visit
A hybrid pre-proposal meeting will be held on June 16, 2026, at 2:00 PM CST via Microsoft
Teams and in person at the Council's regional office located at 390 Robert Street N., Saint Paul,
MN 55101. The Teams meeting link can be found below.
For in-person attendees, the meeting will be held in Room LLB. A site visit will commence
following the meeting for in-person attendees. The Project Manager and RFP Administrator will
be in the lobby to facilitate check-in and direct participants to the meeting room.
