New Parking at Sparkman Park
The City of Hartselle, AL(requests sealed bids from bidders for prime contract work associated with the
New Parking Project at Sparkman Park as more specifically described below. The work to be performed
under this contract shall consist of supplying all required materials, equipment, labor, and services, to
perform all work both necessary for and incidental to the Grading and Drainage, Site Utilities and
Sidewalks for new parking at Sparkman Park Soccer Complex.
Bids will be received until 2:00 p.m. on Tuesday, June 24, 2025 and will thereafter be publicly opened
and read aloud at the Municipal Building, City of Hartselle, 611 Chestnut St NW, Hartselle, AL 35640. A
mandatory prebid meeting will be held at 601 Groover Rd SW, Hartselle, AL 35640 on Thursday June
19, 2025 at 10:00am.
Bids may be mailed or hand delivered to City of Hartselle, ATTN: Rita S. Lee, City Clerk - Controller,
City of Hartselle, 611 Chestnut St NW, Hartselle, AL 35640. All bid envelopes should be clearly marked
as containing a “Sealed Bid for New Parking Project at Sparkman Park”. Bids must be submitted on the
Proposal Forms furnished. Bids shall be clearly identified on the exterior of the package with the bidder’s
name, address, and Alabama state license number.
A certified check drawn on an Alabama Bank or bid bond, executed by a Surety company duly authorized
and qualified to make such bonds in Alabama, payable to The City of Hartselle must accompany the
bidder’s proposal in the amount of 5% of the amount of bid, but in no event more than $10,000.
NO bid may be withdrawn after the above-stated closing time for submittal of bids for a period of Thirty
(30) days.
The Owner reserves the right to reject any or all bids, and to waive informalities. The Owner reserves the
right to award all proposed work or to award a portion of the project in order to remain within its budget
for this project. There is no guarantee that a contract award will be made pursuant to this RFP. This RFP
may be modified or amended at any time and for any reason, at the discretion of the Owner.
All bidders submitting bids will be responsible for reviewing all bid documents including addendums.
Upon contract award, Performance and Labor and Material Payment Bonds in the amount of the
minimum of 100% of the total contract price will be required by the Contractor to the Owner.
Construction Contracts shall be awarded only to qualified Contractors, licensed by the State Licensing
Board for General Contractors, as required by Title 34, Chapter 8, Code of Alabama.
All qualified applicants will receive consideration for selection without regard to race, color, religion, sex,
or national origin. Qualified small and minority businesses and women’s business enterprises are
encouraged to submit proposals. Additionally, all prospective bidders and the contractor awarded the
work must ensure that employees and applicants for employment are not discriminated against on the
basis of race, color, creed, sex or national origin.
