Master Contracts for Enhancing Organizational Capacity

The Metropolitan Council is soliciting proposals for the following services: change management,
project management, business analysis, program evaluation, procedure and data analysis, and planning.
The Metropolitan Council is in need of assistance that will enable Metro Transit to effectively implement
and adopt changes, manage projects, perform business analysis, conduct program evaluation, analyze
procedures and data, and implement integrated planning processes on an as-needed basis, across each
defined Area of Expertise within the Attachment 1 Scope of Work. The anticipated schedule for this
procurement is as follows:
RFP Issue Date June 16, 2026
Pre-Proposal Meeting July 2, 2026, at 10:00 AM Local Time
Questions Due July 7, 2026
Proposals Due July 22, 2026, at 2:00 PM Local Time
Award September/October 2026
For the purposes of this contract, the Council has established a 11% goal for Metropolitan Council
