Master Contract for Policy-Related and Operational Climate Action Deliverables

The Metropolitan Council is soliciting proposals for Master Contract for Policy-Related and Operational Climate
Action Deliverables, 26P001; consultant(s) assistance for policy-related and operational climate actions on an
as-needed basis. Services will be related to climate action planning and engineering, with an emphasis on
preparedness and response to increasingly variable and extreme climate conditions, planning for greenhouse
gases reductions, technical assistance and capacity building, and operational efficiency opportunities. The
anticipated schedule for this procurement is as follows:
RFP Issue Date July 27, 2026
Pre-Proposal Meeting August 4, 2026, at 3 PM CT
Questions Due August 7, 2026
Proposals Due August 27, 2026, at 2 PM CT
Award December, 2026
For the purposes of this contract, the Council has established a 6% goal for Metropolitan Council Underutilized
