Project Description: Online sealed BIDS for the construction of a 2-story building for the Lock Haven City Police Department, which will be constructed under coordinated, concurrent multiple contracts, including general, plumbing, mechanical, and electrical contracts and will be received by the City of Lock Haven via PennBid (pennbid.bonfirehub.com) and at the office of the City of Lock Haven, 20 East Church Street, Lock Haven, PA 17745 until 3:00 p.m., on Thursday, February 5, 2026, and then at said office publicly opened and read aloud at 4:00 p.m. on Thursday, February 5, 2026.
The CONTRACT DOCUMENTS may be examined at the following locations: PennBid (pennbid.bonfirehub.com) and the City of Lock Haven, 20 East Church Street, Lock Haven, PA 17745.
Copies of the CONTRACT DOCUMENTS may be obtained at the office of the City of Lock Haven located at 20 East Church Street, Lock Haven, PA 17745
upon non-refundable payment of $100.00 for each set.
Each bidder must deposit, with the bid, Security in the amount of 10 percent of the base bid and subject to the conditions provided in the Instructions to Bidders.
The labor standards, wage determination decision, and anti-kickback regulations (29 CFR, Part 3) issued by the Secretary of Labor are included in the Contract Documents.
A Prebid Conference will be held at 20 E. Church Street, Lock Haven, PA 17745 on Thursday, January 15, 2026 at 10:00 a.m. Prospective bidders may discuss project at that time with representatives of the Owner and Architect.
This agreement is for services related to a project that is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget’s regulation (reference 2 CFR 200) on the application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure.
