Bids will be evaluated based upon inspection, testing, quality, workmanship, delivery, and suitability for a particular purpose.  The bid will be awarded to the lowest responsible and responsive bidder, except that Hancock County retains the right to reject any or all bids when it is in the best interest of the county.

SPECIFICATIONS
For
New Distributor Tank
GENERAL
It is the intent of these specifications to describe one bid: new distributer truck and specified equipment in
sufficient detail to secure bids on comparable equipment. All parts not specifically mentioned, which are necessary
to provide a complete unit(s), shall be included in the bid and shall conform in strength and quality of material and
workmanship to what is usually provided to the trade in general. The trucks shall be new. The trucks are to be
delivered to the Hancock County Highway, 921 W. Osage St., Greenfield, upon completion.
Hancock County may accept a bid or none if they so desire.
The bids are due APR 7th, 2026 at 8:00 am as stated in the Notice of Bids. The bids shall include bid form 95,
which shall include the non-collusion affidavit. The bids shall be submitted in a sealed envelope with the words
"Distributor Bid" marked on it.
The truck and distributor shall be manufactured and assembled with conformance to the best known Engineering
Standards of the trade, relative to design, strength, quality, durability and workmanship. Every item assembled upon
this unit must meet the latest Federal Safety Standards.
A unit not in substantial compliance with these specifications will be rejected. Hancock County shall be the sole
judge in determining if the unit is in substantial compliance.
Bidders shall also attach literature or brochure of the model(s) being offered with the bid.
The successful Bidder shall indemnify and save harmless the local agency from any and all suits, costs and
penalties or claims for infringements by reason of any patented designs, devices, or materials or any trademark or
copyright in connection with the specific unit furnished under this proposal at anytime during manufacture and after
purchase of the specified units.
Where the term or equal is used in these specifications and Bidder deviates from the specified item, the bidder
shall file (with his bid) a letter fully explaining and justifying his proposed article or equal.
The Bidder shall at the time of this proposal have some adequate parts station in the State of Indiana whereby
parts shall be available in 48 hours when so ordered by Hancock County. Bidder shall denote by separate insert in
his/her bid where this service is available. Such parts arrangement will be given consideration in the award.
The bid shall include the cost for and delivery of a Parts Book/CD and a Service Manual/CD for the model being
bid.
Bids shall remain in effect for 30 calendar days.
The bid shall be awarded to the best bid.
Financing and Payment
Payment will be remitted within 60 days of receipt of the finished distributor truck.

Minimum Requirements for the Truck Accessories
These new accessories are to be installed on the new truck chassis, as specified above.
The intent of these specifications are to build complete distributer truck.

Asphalt Distributor Equipment
GENERAL:
It is the intent of these specifications to describe a Bituminous Distributor in sufficient detail to secure bids on
comparable equipment. All parts not specifically mentioned, which are necessary to provide a complete Distributor,
shall be included in the bid and shall conform in strength and quality of material and workmanship to what is usually
provided to the trade in general. The Distributor shall be a current model under standard production by the
manufacturer.
Any units not conforming to these specifications will be rejected, and it will be the responsibility of the
manufacturer to conform to the requirements unless deviations have been specifically cited by the bidder and
acceptance made on the basis of the exception.
FUNCTION:
The Distributor shall perform the following functions:
a. Fill tank by Distributor pump from outside source.
b. Circulate material in tank.
c. Circulate material in spray bar.
d. Spray at a constant desired application rate, regardless of variance in truck speed.
e. Return material in spray bar to tank by pump suction.
f. Hand spray.
g. Return material in hand spray to tank by pump suction.
h. Transfer from an outside source to another outside source without having material enter Distributor tank.
i. Pump material back to supply source.
j. Automatically go from Circulate in Spray Bar to spray mode and return to circulate without pushing
material over relief valve.
It is important that the Distributor be capable of returning all material in the spray bar, hand spray and distributing
lines to the Distributor tank by means of pump suction. This function is to be accomplished without reversing the
asphalt pump.
Unit shall use volumetric metering with no bypass when spraying to insure accuracy of application.
Provision shall be made for easily draining the circulating system independently of the tank and for flushing
circulating system and pump with not more than three (3) quarts of fuel oil so as not to dilute tank contents.
TANK AND FITTINGS:
