1. OVERVIEW
Kent County CMH Authority d/b/a Network180, the Community Mental Health Authority in Kent County,
seeks vendors to provide First Episode Psychosis (FEP) and NAVIGATE Training and Consulting Services as
described in Section 3 - Scope of Services.
Network180 is a community mental health authority under the Michigan Mental Health Code and is part
of the Lakeshore Regional Entity Pre-Paid Inpatient Health Plan (PIHP). Its programs and services are
supported and funded, in part, by the Kent County Board of Commissioners and the Michigan
Department of Health and Human Services and are administered by the Kent County Community Mental
Health Authority Board.

2. PROCUREMENT DETAILS
A. Deadline
The deadline for submission of proposals is 5:00 p.m. Eastern on July 1, 2026. Proposals received
after this date and time will not be considered.
B. Method and Form of Submission
Proposals must submitted by email to Network180 at procurement@network180.org. The email's
subject line must include the title of this RFP. The contents of the proposal, including file type and
content requirements, are defined below in Section 5 - Content of Proposal.
C. Questions and Responses
Bidders may submit written questions regarding this RFP to Network180 by emailing
procurement@network180.org no later than is 5:00 p.m. Eastern on June 12, 2026.
Responses to written questions submitted before the date identified above will be posted at
https://www.network180.org/procurement by 5:00 p.m. Eastern on June 16, 2026.
D. Modifications
Network180 reserves the right to withdraw the procurement opportunity at any point during the
process, and to update and/or modify the requirements of this procurement opportunity at any
time. Modifications to this procurement opportunity will be posted at
https://www.network180.org/procurement.
E. Acceptance/Rejection of Proposals
The contents of the proposal of the successful Bidder will become obligations of the awarded
contract. Failure of the successful Bidder to accept these obligations may result in cancellation of
the contract.
Network180 may request clarification from any Bidder under active consideration and may give any
Bidder an opportunity to correct defects in its proposal.

Network180 reserves the right to reject any or all proposals submitted responsive to this RFP, or to
negotiate separately with any source whatsoever in any manner necessary to serve the best
interests of Network180.
Network180 does not intend to award a contract solely based on any response made to this request
or otherwise pay for the information solicited or obtained.
F. Proposal Evaluation
Submitted proposals will be evaluated by a procurement review team in the following areas:
1) Vendor Eligibility/Adherence to RFP Instructions (mandatory)
2) Vendor Experience and Qualifications (80%)
3) Cost Proposal (20%)
G. Award Decision
Bidders will be notified in writing of the decision to award/not award a contract for submissions
under this procurement opportunity.
H. Contract Terms
Network180 reserves the right to award one or more contracts, or to make no award at all, under
this procurement process. A successful bidder selected through this process will be awarded a
contract beginning October 1, 2026, effective through September 30, 2027. This contract may be
renewed annually up to four (4) times, based on Network180's continued need for services and
evaluation of vendor performance.
The successful bidder must execute a contract with Network180, which will include the terms stated
in Exhibit B - Services Agreement. The services and cost proposals submitted responsive to this RFP
will be the basis of the contract's Statement of Work and Compensation Schedule.
I. Right to Re-Bid
Network180 reserves the right to rebid all or some components of this Request for Proposals (RFP)
in the event of significant changes to Medicaid Policy or other future federal, state, or locally
applicable laws, regulations, or policies.
J. Incurring Costs
Network180 is not liable for any cost incurred by Bidders prior to issuance of a contract.
K. Disclosure
All information submitted in response to this public Request for Proposals may be divulged under
the provisions of the Freedom of Information Act (FOIA). Confidential or proprietary information
cannot be shielded from disclosure under the FOIA requirements for a public bid process.
L. Appeals
Appeals are limited to alleged violations of the procurement process and may not address the
qualitative review by the review teams. It is Bidder's responsibility to become familiar with and fully
informed regarding the terms, requirements, and specifications of this RFP. Lack of understanding
and/or misinterpretation of any part of this RFP is not cause for an appeal.

Appeals must be submitted in writing by email to procurement@network180.org within ten (10)
days of the date on which Network180 sends its decision to award/not award a contract to the
contact listed on the Bidder's submission, and must contain the following:
1) An identification of alleged violation(s) of the procurement process;
2) Specific information supporting the alleged violation(s); and
3) Indication of whether Bidder will be represented by legal counsel during the appeal process,
and if so, contact information for legal counsel.
3. SCOPE OF SERVICES
Kent County CMH Authority d/b/a Network180, the Community Mental Health Authority in Kent County,
seeks vendors to provide First Episode Psychosis (FEP) NAVIGATE Training and Consulting for
Network180 and collaborating organizations. Please refer to Exhibit A - First Episode Psychosis (FEP) and
NAVIGATE Program Summary for information about the program.
Funding for Network180's First Episode Psychosis and NAVIGATE programs is through a grant from
Michigan's Department of Health and Human Services (MDHHS), federally funded under the Substance
Abuse and Mental Health Services Administration (SAMHSA) Mental Health Block Grant (MHBG)
funding.
Funding for this program is allocated mid-summer; vendor(s) awarded a contract under this
procurement will be notified of the total contract amount in late July of 2026.
A. NAVIGATE Fidelity Monitoring and Certification
a) Fidelity Monitoring of NAVIGATE Staffing by Team Role:
All NAVIGATE team members are expected to participate in monthly or bi-
monthly consultation calls with statewide NAVIGATE staff and to participate in ongoing fidelity
monitoring as they complete their certification process to provide NAVIGATE services.
Fidelity monitoring is provided through monthly/bi-monthly consultation calls for each
NAVIGATE team member role. NAVIGATE staff (grouped by team member role) will meet with
the vendor to discuss cases and receive feedback. The vendor will also use these fidelity calls to
provide ongoing education for specific NAVIGATE roles.
b) Certification of NAVIGATE Staffing by Team Role:
All NAVIGATE staff are expected to complete training in order to be certified and to maintain
certification in the NAVIGATE model of care. Certification is achieved after a staff person has
been providing the service for one (1) year and has completed all their trainings. Core
orientation trainings include: Early Intervention, Overview, and Team & Treatment Planning.
Staff receive additional orientation training based on their roles.
The vendor will monitor new and existing NAVIGATE staff to ensure competency requirements
are met through monitoring completion of orientation training modules, attendance at fidelity
calls, and other competencies as related to the staff-specific role.

c) Monthly NAVIGATE Mentoring /Consulting by Team Role:
The vendor will provide mentoring calls to and other consultation services to NAVIGATE staff
based on team role, and to individual NAVIGATE site clinicians as needed.
B. NAV2GO Consulting
NAV2GO is a step-down program for NAVIGATE participants who have "graduated" from the full
NAVIGATE program. The vendor will provide consultation services to individual NAVIGATE site
clinicians as needed.
C. First Episode Psychosis and NAVIGATE Training
a) Cognitive Behavioral Therapy for Psychosis (CBTp):
The vendor will provide CBTp training to statewide NAVIGATE staff.
At least two trainers are expected to be available based on need.
b) Compassionate Focused Therapy for Psychosis (CFTp):
The vendor will provide initial CFTp trainings to statewide NAVIGATE staff. The vendor will
additionally provide four (4) monthly case consultation calls on compassionate focused therapy
for psychosis (1-2 hours each, one call per group, four groups comprised of statewide NAVIGATE
staff). At least two trainers are expected to be available based on need.
c) Psychosis Reach Program (pReach):
The vendor will provide the pReach program's Family Ambassador online webinar (once per
year) and will provide support groups for family caregivers.
d) Written Exposure Therapy:
The vendor will provide Written Exposure Therapy trainings to statewide NAVIGATE staff.
e) Additional Trainings:
The vendor will provide additional training on various topics to statewide NAVIGATE staff. The
vendor will identify topics that would be beneficial to NAVIGATE staff in their team role. The
vendor will either directly present the topic or engage another presenter. Network180 will
directly contract with outside presenters as needed.
f) Annual Statewide NAVIGATE Retreat:
The vendor will plan and present at the annual statewide NAVIGATE retreat. The vendor will
identify FEP and NAVIGATE topics that will be beneficial to NAVIGATE staff for the annual
statewide retreat. The vendor will either directly present the topics or engage an outside
presenter. The vendor will also work with Network180 to plan the retreat. Network180 will
directly contract with outside vendors and presenters as needed.
g) FEP Trainings at Statewide Conferences:
The vendor may provide FEP training at statewide conferences, in collaboration with MDHHS
and Network180.

h) Bi-monthly Cultural Competency Meetings:
The vendor will serve in a leadership role for bi-monthly cultural competency virtual meetings
for statewide NAVIGATE staff. This role includes scheduling meetings, soliciting topics, and
arranging presenters.
D. Outreach and Education
a) Monthly Lunch and Learn Program:
The vendor will plan and conduct virtual monthly one hour Lunch and Learn meetings for
Michigan's community mental health providers and other organizations on FEP topics. Topics
will be presented by the vendor. The current audience for Lunch and Learn meetings is
approximately 80-120 per month.
a) Quarterly Newsletter:
The vendor will develop a quarterly newsletter with articles and interviews with persons with
lived experience and resources. The newsletter is available through email subscription, and the
newsletters will also be placed on the www.michiganminds.org website. The target audience
for the newsletter is mental health professionals, family members of someone with lived
experience, and persons with lived experience. The vendor will write newsletter articles and
Network180 will approve all content.
b) Social Media Content Creation/Posting:
The vendor will develop and post on social media platforms Facebook (Michigan Minds) and
Instagram (@michiganminds), at least one (1) time per week. The vendor will also respond to
comments and questions posted on the social media platforms.
c) MichiganMinds Website:
The vendor will maintain the www.Michiganminds.org website, including posting of new
resources, and updates to existing content as needed. The vendor will identify and inform
Network180 of any website maintenance updates or issues. The vendor will also respond to
questions and comments received through the website link.
d) NAVIGATE Orientation (Moodle):
The vendor will maintain the Moodle platform, which contains NAVIGATE Orientation training
modules, and will monitor new NAVIGATE staff as they complete orientation. The vendor will
identify and inform Network180 of any Moodle maintenance updates or issues.
e) Michigan Representation for FEP Practice and Policy
The vendor will represent Michigan in national groups relating to FEP practice and policy,
including:
* PEPPNET (Early Psychosis Intervention Network Co-Chair national presence)
* Finance workgroup PEPPNET - (sustainability)
* Family Work group - national NAVIGATE family peer coalition
* National NAVIGATE SEES Round Table

4. VENDOR ELIGIBILITY/REQUIREMENTS
A. Eligibility
a) Vendor must be located in the U.S.
b) Vendor must have knowledge of and experience in Michigan Community Mental Health
systems.
B. Requirements
a) Vendor providing NAVIGATE fidelity monitoring and certification services must be an approved
trainer through the national NAVIGATE team and be able to certify individuals for team roles in
the NAVIGATE model of care.
b) Vendor providing NAVIGATE fidelity monitoring and certification services must have experience
in providing fidelity monitoring and consulting for FEP coordinated specialty care services,
specifically NAVIGATE.
c) Vendor staff providing training must be trained and have direct experience as trainers for the
following training types:
* CBTp Master Trainer
* CFTp Trainer who has completed advanced consultation group training
* Psychosis Reach trained (certified/approved by University of Washington to provide
training)
* WET Therapy trained and experienced in implementation
d) Vendor staff will have experience in providing direct services for FEP coordinated
specialty care (NAVIGATE).
e) Vendor staff should have involvement in national coalitions focused on coordinated specialty
care.
f) Vendor staff will have competency in developing and posting social media posts (Facebook and
Instagram).

EXHIBIT A - FIRST EPISODE PSYCHOSIS & NAVIGATE PROGRAM SUMMARY
First Episode Psychosis Services - NAVIGATE Model of Care
It is estimated that 10 per 100,000 individuals experience their first episode of psychosis (FEP) annually.
Early intervention during an individual's course of their experiences of psychosis can alter the course of
the illness, enabling individuals to function more fully and participate in family and the community.
In 2008, the National Institute of Mental Health began a research initiative, Recovery After an
Initial Schizophrenia Episode (RAISE), to develop, test and implement Coordinated Specialty Care (CSC)
for individuals who recently experienced their first episode of psychosis. CSC programs have been
proven effective treatment for FEP as early intervention services for psychosis can improve symptoms
and restore functioning that is superior to the usual care.
NAVIGATE is a CSC treatment model developed by the RAISE Early Treatment Program research team.
This fidelity-oriented Coordinated Specialty Care model focuses on a collaborative, multidisciplinary
approach to treatment. The target population is individuals aged 15-35 who have experienced FEP
within the previous eighteen (18) months.
Under the NAVIGATE CSC model of care, service components may include:
* Family Education/Project Director
* Prescriber
* Individual Resiliency Training
* Supported Employment and Education services
* Peer Support & Family Support
* Care Management/Nursing
Under the NAVIGATE model, contracted teams are trained in the NAVIGATE model and then implement
the program within their geographical area. The intent of this RFP is to establish a subaward to
an organization which will expand services in one new geographical region.
