The Federal Democratic Republic of Nepal, acting through the Ministry of Finance (the “Government”) and the United States of America, acting through the Millennium Challenge Corporation (“MCC”), entered into a Millennium Challenge Compact on 14 September 2017, for a grant of USD 550 million to which, the Government will contribute USD 197 million for a program to reduce poverty through economic growth in Nepal, and intends to apply part of the proceeds toward payments under the contract to be awarded for “Periodic Maintenance Works of Narayanghat Mugling Road Section (NMRS)”.

MCC’s funding is appropriated by the U.S. Congress and obligated to the compact up-front, with no incremental or partial funding. So, when a contract is signed with an Accountable Entity, money is already available to the Accountable Entity and, for most contracts, invoices are paid directly to Offerors by the U.S. Treasury.

MCA-Nepal now invites offers from eligible offerors for “Periodic Maintenance Works of Narayanghat Mugling Road Section (NMRS)”. The Works consists of: Pavement Upgradation after milling the existing pavement surface and overlaying with the Superpave Asphalt, besides the drainage system improvement and slope stabilization works.

The procurement will be conducted as per the Competitive Bidding (CB) method specified in the Accountable Entity Procurement Policy and Guidelines (PPG) available at www.mcanp.org and is open to all eligible contractors as defined in the PPG.

Offers must be uploaded to the File Request Link (FRL) provided below on or before 14:00 hours (local time of Nepal (GMT+5:45) on 09 September 2026. Only Electronic bidding will be permitted. Late offers will be rejected. Offers will be publicly opened in the presence of the offerors' designated representatives and anyone who chooses to attend at the address below at 14:00 hours (local time of Nepal (GMT+5:45) on 09 September 2026.

All offers shall be accompanied by a Bid Security in the amount of US$ 110,000 (One Hundred Ten Thousand United States Dollars) or equivalent in local currency of Nepal, and it shall be valid until 05 April 2027.
