NOTICE TO CONSULTANTS FOR
102nd Avenue NE Shared-Use Path
The City of Bothell solicits interest from consulting firms with expertise in Civil and Structural
Engineering Design. The estimated start date is October 2026, and the estimated end date is
December 2030. This agreement will be for approximately 4 years in duration with the option for
the City of Bothell to extend it for additional time and money if necessary.
The City of Bothell reserves the right to amend terms of this "Request for Qualifications" (RFQ)
to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time
and effort consultants have spent on their responses.
Project Description
The work to be performed by the CONSULTANT consists of preparing preliminary engineering
design for construction of a shared-use path on the west side of 102nd Ave NE extending from
Main Street to East Riverside Drive to support walking, bicycling, and other non-motorized travel.
Planned improvements include a paved path, a landscaped planter strip, concrete curb and gutter,
retaining walls, culvert improvements, and new lighting.
Funding for this project will include both local and Federal sources. All aspects of this project will
need to comply with the requirements of the funding agencies, including FHWA. The
Disadvantaged Business Enterprise (DBE) goal for this professional services contract is 0%
percent. The Washington State Department of Transportation (WSDOT) Federal Small Business
Enterprise (FSBE) goal is 0%. The voluntary Small Business Enterprise (SBE) goal is 10%. As a
federally funded project, this agreement will be held to Federal Equal Employment Opportunity
(EEO) requirements.
The major features of the project are as follows:
Approximately 1,300 feet of shared-use path and associated intersection improvements.
Surveying.
Geotechnical investigation and recommendations.
Hydrologic and stormwater drainage analysis and design.
Traffic signal modifications and design.
Lighting design.
Landscape architecture and planting design.
Temporary traffic control (TTC) and construction staging design.
Structural design for retaining walls and culvert extensions/replacements.
Environmental documentation and preparation of permit applications.
Right-of-way (R/W) needs assessment and R/W plan preparation.
Private and public utility coordination.

Public involvement planning and community outreach.
The City of Bothell reserves the right to retain the services of the successful firm(s) for any
subsequent phases (R/W, CN) associated with this/these project(s).
Evaluation Criteria
Submittals will be evaluated and ranked based on the following criteria:
1) Qualification of Proposed Project Manager
2) Qualifications/Expertise of Firm
3) Ability to meet schedule
4) Approach to project
5) Familiarity with WSDOT/FHWA standards
6) Past Performance/References
7) Approach to meet the DBE goal or SBE goal (DBE Participation Plan or SBE Plan)
Contract Type and Payment Methods
The contract between the City and the consultant for the professional services and defined scope
is related to the 102nd Avenue NE Shared-Use Path Project. The method of payment to the
consultant shall be negotiated hourly rate.

Submittals should be no more than 10 pages, including the following information: Firm name,
phone and fax numbers; Name of Principal-in-Charge and Project Manager; and Number of
employees in each firm proposed to project.
