2.0 PURPOSE OF RFP
2.1 INTRODUCTION
The purpose of this Request for Proposal (RFP) is to solicit Offers for Applicant Fingerprinting
Service (AFS) for the State of North Carolina (NC) to support all aspects of customer and request
data collection and submission, fingerprint acquisition and submission, fee collection and
disbursement, customer service, and request fulfillment for citizens and Requesting
Organizations seeking Criminal Records Searches from NC State Bureau of Investigation
(NCSBI) under the array of NC General Statutes (N.C.G.S.) that authorize such records searches.
NCSBI seeks from Offerors proposals for planning, implementing, operating, maintaining, and
supporting over the contract term applicant fingerprinting services and supporting information
systems to meet all the requirements and adhere to all the specifications contained within this
RFP and its attachments, appendices, and addendums.

2.2 AGENCY BACKGROUND
The NCSBI is the designated Federal Bureau of Investigation (FBI) Criminal Justice Information
Services (CJIS) Systems Agency (CSA) for the State of North Carolina and steward of North
Carolina’s official criminal records database, including its fingerprint repository. In this capacity,
and as directed or authorized in dozens of NC General Statutes, NCSBI is also responsible for
conducting and providing the results of fingerprint-based and name-based state and national
Criminal Records Searches to citizens and Requesting Organizations in accordance with the
authorizing statutes.
2.3 Summary of Problem Statement
The current processes experienced by citizens and organizations requesting Criminal Records
Searches from NCSBI are not uniform, can be difficult to navigate, are not transparent, require
avoidable manual efforts by both customers and NCSBI, and are heavily reliant on paper-based
fulfillment through mail leading to numerous inefficiencies, suboptimal response times, and poor
customer experiences. NCSBI has historically had no direct role in the acquisition and submission
of civilian fingerprints from citizen subjects for the purpose of conducting Criminal Records
Searches. To date, arranging for the acquisition and submission of civilian applicant fingerprints
to NCSBI has been left to citizens and Requesting Organizations to manage themselves, often
by using the fingerprinting services offered by Law Enforcement Agencies (LEAs), but also by
engaging private sector vendors of fingerprinting services or even having personnel in the
requesting or employing organization designated to roll inked fingerprints of subjects. About half
of these fingerprints are still submitted to NCSBI on Paper-based Fingerprint Cards via mail
instead of electronically via Live-scan fingerprint capture devices. In addition, all name-based
applicant Criminal Records Search requests (around 20,000 per year) are submitted to NCSBI
via mail instead of electronically. These are some of the primary sources of unnecessary manual
effort, delay, and inefficiency in the processing of requests for Criminal Records Searches.
The current process for collection of fees for requested Criminal Records Searches is
accomplished through monthly account invoicing and electronic or mailed-in payment processing
and reconciliation in most cases. In the remaining cases, pre-payment through money order or
certified check is required. In either case, this results in substantial manual effort for NCSBI
Business Office staff and inconvenience for customers.
The objective of this procurement is to acquire and implement from the selected Contractor
services and their enabling information systems to solve these problems and achieve the following
goals and objectives.
Provide an AFS to employers, licensing agencies, LEAs that wish to continue to participate
as applicant Fingerprinting Sites, Applicants, and citizens that enables applicant Criminal
Records Searches to be processed quickly, accurately and with as little hassle as
possible.
Provide a modern, convenient, and consistent customer service experience for citizens
and organizations requesting Criminal Records Searches.
