One application may be submitted per program. Agencies may submit multiple applications if seeking funding
for multiple programs.

Responses to all application questions and all required items listed in the Submittal Checklist may be

The City of Tacoma will designate the time of receipt recorded by monday.com as the official time of
receipt. Please allow sufficient time for delivery of submittals. Timely electronic delivery is at the risk of
the Respondent.
In the event of multiple submittals for the same program, the City will designate the last submission
received as the official submission.
Bid Opening: Submittals must be received by the City's Procurement and Payables Division prior to 11:00
a.m. Pacific Time. Sealed submittals in response to a RFB will be opened Tuesday's at 11:15 a.m. by a
purchasing representative and read aloud during a public bid opening held at the Tacoma Public Utilities
Administrative Building North, 3628 S. 35th Street, Tacoma, WA 98409, conference room M-1, located on the
main floor. They will also be held virtually Tuesday's at 11:15 a.m. Attend a Zoom meeting via this link or call 1

Submittals in response to an RFP, RFQ or RFI will be recorded as received, but not read at bid opening. As
soon as possible, after 1:00 PM, on the day of submittal deadline, preliminary results will be posted to
www.TacomaPurchasing.org.

Pre-Proposal Meeting: Three pre-proposal meetings will be held via Microsoft Teams on the dates specified
in the Calendar of Events (Section 5). Respondents are not required to attend a pre-proposal meeting, but it is
highly recommended to attend one of the meetings. All meetings will include the same presentations. The
meetings will be recorded and posted alongside the specification at www.TacomaPurchasing.org. The Teams

Project Scope: Proposals should address the applicable priorities and goals in the NCS Systems & Strategy
Division Issue Statement (Appendix B) and support the NCS department mission statement:
"The Neighborhood and Community Services (NCS) department works to build healthy and successful
neighborhoods and households through leading community problem solving, funding human services, and
partnering with community members to facilitate safe, clean, and attractive neighborhoods."
Proposals must align with Tacoma City Council priorities and NCS priorities and goals as outlined in Section 3
of the RFP in order to be considered. Funding under this RFP must be used to provide services to Tacoma
residents only.
Estimate: Approximately $18,500,000 in total awards. Available funding is subject to City budget adoption and
may be more or less depending on City budget decisions for the 2027-2028 City biennial budget. For more
details on estimated amounts for each funding area, please refer to Section 1.

1. BACKGROUND
The City of Tacoma (City) Neighborhood & Community Services (NCS) Department is soliciting
proposals to establish contracts with qualified vendors to fulfill the NCS department goals listed
in Section 3. Proposals should align with the NCS Systems & Strategy Division Issue Statement
in Appendix B, address gaps in the response systems for each program, and meet the needs of
Tacoma residents who are most vulnerable as identified in the Issue Statement. Proposals
should also align with the Tacoma City Council Priorities, City of Tacoma Strategic Plan
(Tacoma 2035), and Council Resolution 40622.

The City anticipates awarding contracts to multiple Respondents across multiple funding areas.
Prior City funding does not guarantee funding in this RFP. Funding areas and estimated total
award amounts for each funding area for 2027-2028 are listed below:
* Building Resilience Against Youth Violence & Exploitation (BRAYVE): $3,080,000
* Community Violence Response: $200,000
* Domestic Violence and Intimate Partner Violence: $500,000
* Equitable Food Access: $309,800
* Health & Health Care: $1,800,000
* Housing: $4,376,000
* Inclement Weather Response: $1,286,000
* Sheltering: $4,000,000
* Stability Site Operator: $2,300,000-$3,000,000
Please note that estimated total award amounts are subject to City budget adoption and may be
more or less depending on City budget decisions for the 2027-2028 City biennial budget.
The following are contract ranges from 2025-2026 and are intended to give potential scope of
funding per program per funding area but may not be reflective of 2027-2028 awards. Funding
ranges per program during the 2025-2026 biennium were:
* BRAYVE: $25,000-$300,000
* Community Violence Response: $200,000
* Domestic Violence and Intimate Partner Violence: $80,000-$300,000
* Equitable Food Access: $25,000-$125,000
* Health & Health Care: $15,000-$250,000
* Housing: $27,000-$765,000
* Inclement Weather Response: $95,000-$625,000
* Sheltering: $75,000-$600,000
* Stability Site Operator: $3,000,000

2. MINIMUM REQUIREMENTS
One application may be submitted per program. Agencies may submit multiple applications if
seeking funding for multiple programs.
Respondent Agency and/or fiscal agent must have:
* Washington State and City of Tacoma business license
* Been in business a minimum of two years
* A portion of the funding available is federal: If able and willing to accept federal funding,
agency or fiscal agent must have a Unique Entity Identifier
If a proposed program doesn't meet the requirements outlined in the RFP, it may be rejected.
The RFP specifies eligibility criteria, and programs must demonstrate they meet these criteria to
be considered for funding.
3. SCOPE OF SERVICES AND DELIVERABLES
Proposals should support the NCS department mission statement:
"The Neighborhood and Community Services (NCS) department works to build
healthy and successful neighborhoods and households through leading community
problem solving, funding human services, and partnering with community members
to facilitate safe, clean, and attractive neighborhoods."
Proposals must align with Tacoma City Council Priorities and NCS department priorities as
outlined in this section and the NCS Systems & Strategy Division Issue Statement (in Appendix
B) in order to be considered.
Respondents must have/demonstrate:
* Experience with the population to be served
* Experience with data collection and reporting systems
* Knowledge of human services issues in the City of Tacoma
* Proven evidence-based best practices in programming
Due to ongoing commitments, critical nature of services, alignment with Council priorities,
and/or recent competitive funding awards, the following areas ARE NOT competing for funding
in this RFP. Programs that are not expected to compete for funds have been notified.
* City initiatives
* Interlocal agreements
* Young adult sheltering
* Senior programming

3.1 Violence Prevention
Building Resilience Against Youth Violence and Exploitation (BRAYVE) Goal:
Reduce youth and young adult involvement in physical violence and gun violence.
NCS seeks to fund multiple qualified service providers under this funding priority.
Requirements under this funding area include:
* Provision of intervention services or secondary intervention (secondary prevention)
for youth and young adults with highest risk.
Intervention services are indicated for youth and young adults who are court-
o
connected or have had involvement with justice systems.
Secondary intervention services are focused, early intervention strategies for
o
youth and young adults identified as being at high risk for involvement in
violence, have shown early warning signs, or who have had early, non-
serious contact with violence.
Services interrupt emerging patterns of harmful behavior, reduce risk factors,
o
and prevent escalation into more serious violence, recurrence of violence, or
future justice system involvement.
* Priority for services located in or young people living in the following areas
(verification required): Central/Hilltop, Eastside, South End/Hosmer, and South
Tacoma/Tacoma Mall.
* Year-round programing designed to engage participants over a sustained period
rather than drop-in services.
* Implement tailored, trauma informed, and culturally responsive services.
* Contractor must attend monthly Multidisciplinary Intervention Team (MDIT) meetings
facilitated by the City of Tacoma.
* Verification of City of Tacoma address for residents served.
* Data-informed strategies will be prioritized.
* Out-of-school time programming will be prioritized.
Participant eligibility requirements:
* Youth and young adults, ages 10 through 24.
* Verification of at least two risk factors, current or prior, identified at intake or referral
through self-report or other verification methods:
Engagement in physically violent behavior,
o
Involvement with the court system (juvenile justice or other courts),
o
Weapon carrying,
o
School discipline related to physical violence,
o
Academic failure or risk of dropout,
o
Chronic absenteeism,
o
Substance use and/or mental health disorder (diagnosed or suspected),
o
Experience of physical violence or bullying,
o
History of violence in the home,
o

Association with peers who are involved with justice systems or connected to
o
violent or criminal behavior, and/or
Access to weapons.
o
Services under this funding area may include, but are not limited to:
* Firearm violence reduction strategies
* Individual and/or group-based interventions
* Individualized case management
* System navigation such as justice or school systems
* Therapeutic services including mental health and substance use disorder treatment
* Series of skill building and/or educational workshops
* Street outreach and outreach at home to individuals who experience multiple risk
factors
* Conflict resolution and de-escalation
* Crisis response when violence occurs
* Emergency room and hospital-based interventions
* Supplemental or additional program components may include services such as
enrichment activities or supportive family resources and mentoring
Community Violence Response Goal: Promote healing and repair in neighborhoods
impacted by community violence and reduce escalation of future community violence.
NCS seeks to fund one qualified service provider under Community Violence Response,
specifically for a Community Trauma Response Team (CTRT).
Requirements under this funding area include:
* Alignment with the definition of community violence: Acts of violence that generally
take place in public areas and occur between unrelated individuals who may or may
not know each other.
* Services must prioritize incidents of community violence that have broader
neighborhood impact, create community-level fear or disruption, or show signs of
escalation beyond interpersonal conflict. Situations limited to disputes between two
individuals or a small group, without wider community effect, are not the focus for
prioritized response.
* Verification of City of Tacoma address is required for all forms of incident response:
initial, community-level, and/or individual-level follow-up. This includes verifying both
the location where the violence occurred, and the address of any individual served
with individual-level response.
* Communication and outreach plan to community and system partners.
* Hourly cost per service delivery.
* Use of culturally responsive community volunteers for services.
* Incorporate trauma informed, person-centered, and culturally responsive services
following acts of community violence.
