The Naval Criminal Investigative Service (NCIS) Regional Enforcement Action Capabilities Team (REACT) program supports high-risk investigations and enforcement operations within the United States. REACT is a tactical team centered on conducting a multitude of high-risk enforcement operations. The team’s makeup, capabilities, goals, and objectives are similar to Special Response Teams/Special Weapon and Tactics teams at the local law enforcement level. REACT operationally supports all NCIS CONUS offices, and is mandated by the Director to conduct tactical training for NCIS field agents and NCIS students aboard the Federal Law Enforcement Training Center. REACT is trained to respond to high-risk operations involving the service of arrest and search warrants, undercover agent, source protection/rescue, buy/bust undercover operations, rural operations, high-risk surveillance and high-risk protective assignments. As part of this program, REACT incorporates the skills of highly-trained Special Agent Operators, the utilization of Hostage/Crisis Negotiators (CNs), certified Tactical Medics (TMs), precision weapons systems operated by Forward Observers/Snipers (FO/S). REACT supports autonomous and joint agency investigations and operations wherein exclusive tactical proficiencies and specialized equipment are required.
The primary scope of this requirement is to procure ballistic plates in support of REACT. These plates will be used in order to conduct a multitude of high-risk enforcement operations and continue to execute the NCIS mission. The purpose of these plates are to increase operator safety and survivability.
REACT plans to purchase approximately $250,000 worth of ballistic plates over a period of three years, with an initial order of 45 ballistic plates – front/rear and 45 ballistic plates – sides – left/right. Lead time is NLT 90-120 days upon receipt of order.
