Notice of Proposed Sole Source Purchase
Mississippi State University anticipates purchasing the item(s) listed below as a
sole source purchase. Anyone objecting to this purchase shall follow the
procedures outlined below.
1. Commodity or commodities to be purchased (make, model, description):
NCAA Women’s Soccer- Wyscout Global Access, and Professional Wyscout Youth- ECNL
Women’s Video Pack Services
2. Explanation of the need to be fulfilled by this item(s), how is it unique from all other
options, and why it is the only one that can meet the specific needs of the department:
These items are necessary to support the department’s recruiting, player evaluation, scouting,
match preparation, film review, tactical planning, and player development needs. StatsBomb
360, Wyscout Global Access, Hudl Gold, National Recruiting and National Exchange, Wyscout
Pack, Youth Video, Focus Exchange, and the ECNL Wyscout Video Pack provide the coaching
staff with access to collegiate, professional, international, and elite youth competition film that
is not available through a single alternative platform. This access allows the staff to recruit
nationally and internationally, evaluate transfer portal and prospective student-athletes over
multiple matches, scout opponents, study professional tactical trends, and reduce the need for
additional recruiting travel. The ECNL Wyscout Video Pack is specifically unique from Youth
Video because ECNL hosts numerous showcases and national events, giving the staff access to a
much larger pool of prospective student-athletes throughout the recruiting cycle. Individual
coaching accounts are also necessary because each coach recruits, scouts, and reviews film
independently from different locations. The 100 Pack and 100 reports provide season-long
video storage and performance reporting to track individual player development and overall
team progress. Focus Exchange improves collaboration by allowing coaches to share film and
scouting information, while the software tools allow the staff to create training sessions,
tactical presentations, set-piece diagrams, and other visual materials that clearly communicate
strategies to student-athletes. Because these products are integrated into the staff’s daily
workflow and collectively provide specialized film, data, reporting, recruiting, and presentation
capabilities, they are uniquely positioned to meet the department’s specific operational needs
in a way that other available options cannot.
3. Name of company/individual selling the item and why that source is the only possible
source that can provide the required item(s):
The name of the company is Hudl. To compete in the SEC, Mississippi State Women’s Soccer
must use this item. Hudl is the only company to provide their suite of products, which I have
listed above
4. Estimated cost of item(s) and an explanation why the amount to be expended is
considered reasonable: The cost of the item being purchased is 10,413.00. This amount
is considered reasonable because we are required to use Hudl, to compete in the SEC.
5. Explanation of the efforts taken by the department to determine this is the only source
and the efforts used to obtain the best possible price: To compete in the SEC, Mississippi
State Women’s Soccer must use this item. Therefore, there are no other companies that
Women’s Soccer could use.
Any person or entity that objects and proposes that the commodity listed is not sole source and
can be provided by another person or entity shall submit a written notice to:

The notice shall contain a detailed explanation of why the commodity is not a sole source
procurement. Appropriate documentation shall also be submitted if applicable.
If after a review of the submitted notice and documents, MSU determines that the commodity
in the proposed sole source request can be provided by another person or entity, then MSU will
withdraw the sole source request publication from the procurement portal website and submit
the procurement of the commodity to an advertised competitive bid or selection process.
If MSU determines after review that there is only one (1) source for the required commodity,
then MSU will appeal to the Public Procurement Review Board. MSU will have the burden of
proving that the commodity is only provided by one (1) source.
