SECTION 00010 - NOTICE TO CONTRACTORS
NOTICE IS HEREBY GIVEN that the City of Coalinga, California will receive sealed bids at the City Engineer’s Office
(Tri City Engineering, Inc.) 4630 W. Jennifer Ave, Suite 101, Fresno, CA 93722, (559) 447-9075, Fax (559) 447-9074
on or before 2:00 P.M. (D.S.T.) January 8, 2026, for:
Natural Gas Cathodic Protection Deep Anode Well #4 & #10 Replacement

The work consists of installing new deep well anodes for the natural gas distribution system at two locations: the
north alley entrance on Baker Street between Buchanan Street and Lincoln Street, and the west alley entrance on
North Coalinga Street between Tyler Street and West Polk Street. At each site, the contractor will drill a new well
approximately 10 feet offset from the existing anode, install the anodes with coke backfill and a PVC vent pipe, and
construct a utility box with footing. The work also includes trenching to connect the anode cables to a junction box,
installing the junction box on a galvanized steel post, connecting the anode wires, and tying the new junction box into
the existing system in parallel. Upon completion, the system shall be fully operational and tested to verify continuity
and proper performance.
All base bid work shall be completed within ONE HUNDRED AND THIRTEEN (113) working days from the date of the
Notice to Proceed (NTP).
There will be a nonmandatory Pre-Bid Meeting on, December 18, 2025 at 10:00 A.M. (D.S.T.). All interested Bidders

Project plans and specifications may be examined at Tri City Engineering, Inc.’s Office, the Fresno Builder’s
Exchange and Coalinga City Hall, 155 W. Durian Ave., Coalinga, CA 93210.
Only those who have signed up on the Plan Holders List from the office of the Engineer will be considered
eligible Prime Bidders. Email info@tricityengineering.com with your company name, address, phone number
and email to be added to the Plan Holders List.
Digital copies may be obtained through Tri City Engineering, Inc. via email at info@tricityengineering.com.
Each bid shall be accompanied by Bid Security, cash, a cashier’s or certified check payable to the City of Coalinga, or
bid bond issued by a corporate surety, for an amount not less than ten percent (10%) of the aggregate of the bid, as a
guarantee that the Bidder will enter into the proposed contract if the same is awarded to him. Such guarantee will be
forfeited should the bidder to whom the contract is awarded fail to enter into the contract.
A Performance Bond in the amount equal to one hundred percent (100%) of the contract amount and a Labor and
Materials Bond in the amount equal to one hundred percent (100%) of the contract amount will be required by the City
from the bidder to whom the contract is awarded. Said bonds shall be issued by a surety company who is an admitted
surety insurer authorized by the California Department of Insurance to transact business in this state, and acceptable
to the City of Coalinga. Bidders are cautioned that representations made by surety companies will be verified with the
California Department of Insurance. Pursuant to Public Contract Code Section 22300, substitution of securities for any
monies withheld by the City of Coalinga to ensure performance under the contract shall be permitted.

Notice to Contractors
The successful Bidder must possess or obtain a valid California Class “A” Contractor’s license prior to the scheduled
award date of this contract. Award consideration will take place at the earliest available Council meeting or as the City
Manager has been authorized to award and execute the contract. All representations made on the proposal are made
under penalty of perjury.
Bidders must review and adhere to the Project Specifications, Plans, Addenda and execute, sign, and seal Bids for a
Formal Bid to be evaluated and deem responsive. The Apparent Low Bidder shall be announced during the Bid
Opening and Successful Bidder announced following the City Council Meeting.
The City reserves the right, in its sole discretion, to reject any and all bids for any reason whatsoever, to waive minor
irregularities in such bids, to determine the lowest responsible bidder, and to accept any bid. The City reserves the
right, in its sole discretion, to disqualify bids, proposals, and/or affiliates as referred in the Ordinance Related to
Disqualification of Contractors for Public Works Projects.
Pursuant to Section 1770, et. Seq., of the California Labor Code, the successful bidder shall not pay less than the
prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations.
These wage rates are available from the California Department of Industrial Relations’ Internet website at
http://www.dir.ca.gov/DLSR/PWD. A copy of the mentioned wage rates shall be posted by the Contractor at the job
site where it will be available to any interested party.
Pursuant to Section 1725.5 of the California Labor Code, no contractor or subcontractor may be awarded a contract
for public work on a public works project unless registered with the Department of Industrial Relations at the time the
contract is awarded.
Pursuant to Labor Code section 1771.1, no contractor or subcontractor may be listed on a bid proposal for a public
works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations.
Furthermore, no contractor or subcontractor may be awarded a contract on a public works project (awarded on or
after April 1, 2015), unless registered with the Department of Industrial Relations.
Pursuant to Labor Code section 1771.4, all bidders are hereby notified that this project is subject to compliance
monitoring and enforcement by the Department of Industrial Relations.
