Description

Headquarters Supreme Allied Commander Transformation (HQ SACT) intends to issue an Invitation for International Bidding (IFIB) for a Minor Construction Framework contract.



Potential prime contractors must 1) be pre-approved for participation in NATO Competitive Procurement (NCP) (formerly NATO International Competitive Bidding (ICB), 2) be issued a Declaration of Eligibility (DOE) by the U.S. Government; 3) have performed similar contracts within the last three years substantially similar in scope to the requirement described in the solicitation; 4) be eligible to conduct work on a U.S. military facility without base escort; and 5) hold relevant contractor licenses in the state of Virginia.



In addition, contractor personnel performing services or providing delivery under the contract must be citizens of a NATO nation and have appropriate professional training and experience.



The reference for this contract is IFIB-ACT-SACT-26-24 and all correspondence concerning the contract should include this reference.



Bidding Procedure: Competitive Procurement/Best Value. HQ SACT reserves the right to award to multiple suppliers.



REQUIREMENT



The Minor Construction Framework Contract is intended to provide a flexible and efficient mechanism for delivering recurring, low-value construction and maintenance work across HQ SACT. The scope will include, but is not limited to, internal and external painting, flooring installation and repairs, dry repair and installation, minor building alterations, and associated finishing works. Projects will generally be small in scale, and may be reactive or planned, and require a consistent industry standard of workmanship, compliance with relevant regulations, and minimal disruption to ongoing operations.



The framework will enable the contracting authority to call off works as needed over the framework period, ensuring timely delivery, cost control, and continuity of service. Contractors appointed to the framework must demonstrate the capacity to undertake multiple concurrent tasks, provide skilled and suitably qualified personnel, adhere to health and safety requirements, and respond promptly to varying workloads and site conditions.



BIDDING PROCEDURE



NCP requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this project. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NCP. U.S. firms are approved for NCP on a facility-by-facility basis.



The U.S. NCP application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA.

The Department of Commerce (DOC) is the U.S. Government agency that approves NCP applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NCP project, please also include the following in the TEXT of your email:



- the title and/or solicitation number of the project

- the name/phone/email of the company employee who should receive the bid documents



After approval of your one-time NCP application, DOC will then know to follow up by issuing a DOE for the project. DOC will transmit the DOE to the NATO contracting agency.

Firms should request a DOE (and, for firms new to NCP, submit a completed one-time NCP application): 04 February 2026



HQ SACT issues IFIB (estimated): 09 February 2026



HQ SACT will post the IFIB on its website: https://www.act.nato.int/contracting



Bid closing (estimated): 13 March 2026



Period of Performance: Award to 31 December 2026; plus four option periods: 01 January to 31 December 2027, 01 January to 31 December 2028, 01 January to 31 December 2029, and 01 January to 31 December 2030
