This solicitation is RESTRICTED as a Total Small Business Set-Aside. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) in order to receive a contract award from any DoD activity. Contractors may access the Internet site at: https://www.sam.gov/ to register and/or obtain information about the SAM program. Contractors must ensure that the applicable NAICS code 238910 is included in their profile prior to submission of offer.
Provisions in the solicitation documents will provide a site visit date and detailed information (meeting place, time, points of contact, and access requirements).
DO NOT submit requests for plans and specifications to the site visit personnel. See ‘Obtaining Solicitation Documents' below.
Project Description (approx. quantities):
Infrastructure improvements and service connections to support construction and operation of an approximately 25,000 square feet future medical clinic facility. Project includes electric service, water distribution lines, fire protection water lines, gas distribution, storm water system piping to an existing management system, and wastewater collection lines, information systems, trenching and backfill, pavement saw cuts and milling, grading and pavement resurfacing, and utility meters. The project support will be designed in accordance with the criteria prescribed in Unified Facilities criteria (UFC) 4-510-01, DOD Minimum Antiterrorism Standards for Buildings UFC 4-010-01, and barrier free design in accordance with DOD "ABA (Architectural Barriers Act) Accessibility Standard" and DEPSECDEF Memorandum "Access for People with Disabilities" dated 10/31/2008. Operation and Maintenance Manuals will be provided.
This project is required to provide infrastructure to support construction and operation of the NICoE Satellite and supports the Department of Defense of the Proffer made by the Intrepid Fallen Heros Fund. Project will make sure the site is appropriate and prepared site for this complex. The approved site is located adjacent to Evans Army Community Hospital at Harr Ave & Titus Blvd, Ft Carson, CO.
This project will provide the required utility support for the NICoE Satellite facility.
RFP Evaluation Criteria:
Firms participating in the solicitation will submit technical requirements in accordance with Section 00 22 00 PROPOSAL SUBMISSION REQUIREMENTS, INSTRUCTIONS AND EVALUATION. Submissions will be evaluated based on FAR 15 Best Value/Lowest Price Technically Acceptable (LPTA). Uniformity of all proposals is essential to assure accurate evaluation. All proposals must comply with the instructions in the Solicitation. Those proposals, which are properly submitted, will be evaulated to determine technically acceptable contractor(s). In order for an Offeror to be considered for award, the proposal must receive an "Acceptable" rating in every non-price Factor. A proposal that fails to comply with any minimum technical requirements will not be eligible for award regardless that it may offer the lowest price.
The estimated construction cost of this project is approximately between $1,000,000 and $5,000,000.

Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete.
