at least 1 port compatible with both CCS and NACS at each charger, capable of

Will the charging sites be available and have the ability to provide customer support to
users 24 hours per day, 365 days per year except during permitted maintenance
downtime at a maximum of 3% of total hours? Further information is provided in

Glossary
For the purposes of this RFP, and to differentiate from similar terms used within New
Hampshire state government, the following terms in Table 1 shall have the meanings as
defined herein and by the Code of Federal Regulations 680.104 - Definitions:

Term Definition
NHDOT/Department NHDOT refers to New Hampshire Department of
Transportation and NHDOT Contractors or Consultants as
NHDOT determines.
Alternative Fuel Corridor An FHWA-designated corridor for there to be NEVI-compliant
chargers.
Approved Site A property identified by a Proposer within a Corridor-Group for
the purpose of installing and maintaining EVSE in compliance
with NEVI Requirements.
Contract The written Project Agreement.
EVSE Electric Vehicle Supply Equipment pertaining to charging ports
and connectors capable of charging EVs.
EVSE Utilization Denoted as a percentage (%), is the amount of time over a
given period that an EVSE charging port is actively delivering
power to a vehicle, divided by the total time in the period
Notice of Acceptance Milestone when EVSE is installed, commissioned, is
operational, and all construction, utility service, and ancillary
construction activities are complete, including but not limited
to site cleanup, landscaping, paving, and patching, pavement
marking, sign installation, etc., all in accordance with the
contract
Network And all derivatives thereof shall refer to the connection from
an EVSE through an online portal to the vendor's management
system, which is supported by a dedicated, client-only, secure
network separate from all state networks.
NEVI Requirements Those requirements of the NEVI Formula Program described in
Section 3 of this RFP and those that may become effective
prior to or during the term of a contract
Operational Date The in-service date of the EVSE Charging station where all
stations have become operational.
Proposal The Proposer's response to this RFP that contains the
completed Administrative Proposal, Technical Proposal(s), and
Cost Proposal(s)
Proposer The entity that has signed and submitted the Proposal to this
RFP; and who will be responsible if identified as a Proposer to

ensure the execution of the contract. Note that Proposers can
represent Joint Ventures (JVs) between two or more entities.

SECTION 1 - REQUEST FOR PROPOSALS - INFORMATION AND
INSTRUCTIONS
1.1 Purpose and Funding
Purpose: As part of the Infrastructure Investment and Jobs Act (IIJA), the National Electric
Vehicle Infrastructure (NEVI) Formula Program (Program) intends to make significant
investments in electric vehicle (EV) charging infrastructure that will put the United States on
a path to a nationwide network of 500,000 EV chargers by 2030 and ensure a convenient,
reliable, and affordable charging experience for all users.
New Hampshire will receive more than $17 million to create an EV charging network
throughout the State. The New Hampshire Department of Transportation's (NHDOT) vision is
to strategically deploy an interconnected network of public electric vehicle charging
infrastructure to encourage electric vehicle travel, maintain economic competitiveness, and
stimulate public-private sector collaboration in the State of New Hampshire. The State of New
Hampshire Plan for Electric Vehicle Infrastructure Deployment (NHDOT NEVI Plan) and other
relevant documents regarding this project can be found at the following site: NHDOT Electric

This Request for Proposals (RFP) is being released by NHDOT. Through this solicitation, the
State seeks qualified Proposer(s) to install electric vehicle supply equipment (EVSE) and
provide associated operations, maintenance, and management services for such EVSE along
specified corridors in New Hampshire consistent with the established NEVI requirements and
the State of New Hampshire EV infrastructure Deployment. Future opportunities will be
released as remaining federal funds are apportioned for this program.
Funding: Funding: Funding for this Phase II solicitation is provided by the NEVI funds approved
by FHWA and USDOT for federal fiscal years 2025 through 2026. Approximately $9.6M is
being made available for this solicitation. The State reserves the right to increase or decrease
the amount of funds available.
Under this RFP, up to 80 percent of eligible costs may be reimbursed from the NEVI funds for
selected proposals. The Proposer will be responsible for a minimum of 20 percent of the costs
related to each site from non-federal sources.
This solicitation is a reimbursement program. Selected Proposers will be reimbursed for
eligible project expenses as specified in their approved Contract. Proposers may utilize sub-
Proposers, but the Proposer will be solely responsible for meeting the terms of the Contract.
Any project costs incurred prior to receipt of a written Notice to Proceed from the State are
not eligible for reimbursement and will not count toward project match.
