Description: Continued renewal of the Department's annual membership in the National Association of Regulatory Utility Commissioners (NARUC). This covers one year of membership – April 2025 – March 2026. Membership in NARUC is core to the Department's operations. It provides New York State with national standing and influence in shaping utility regulation agendas and issues that cut across all states. NARUC represents the interests of the states' public service commissions before all branches of the Federal government and serves as a forum for states to discuss and learn from each other’s experiences in utility regulation as well as formulate policies intended to strengthen utility regulation on behalf of the public. Given the great diversity of positions across the states - some of which are contrary to New York's goals - New York needs to be part of the discussions, or NARUC may lobby at cross purposes to vital State interests. The Department's NARUC representatives have high-visibility positions within the organization, which better advantages NYS when those policies are addressed at the Federal level. No other single organization or publication provides regulatory information, discussion forums, and opportunities to influence national debates that cover the electric, gas, telecommunications, and water industries besides NARUC. Failure to approve this request would result in New York's position not being presented or even represented for consideration when NARUC develops national policies affecting the electric, gas, telecommunications, and water industries in New York State. This has been an ongoing necessary core mission cost for the past 21 years.
