The City of North Adams, through its Office of Community Development (OCD), the Awarding
Authority, is seeking bids from qualified contractors for site parking and associated landscape
improvements for its Mary Spitzer Senior Center Parking Lot project, which includes construction of a
new four space parking lot with ingress/egress from Ashland Street. The project documents have been
prepared by the Pare Corporation of Holyoke, MA.
The project is estimated to cost $120,000 and the total number of days to Final Completion is estimated to
be forty-five (45) days.
Wages are subject to Massachusetts minimum wage rates as per M.G.L. Chapter 149, Section 26 to 27H
inclusive, and federal minimum wage rates pursuant to the Davis-Bacon Act, whichever pays more.
Sealed bids will be received until 11:00 am, Tuesday, August 11, 2026 at the City's OCD, Room 107,
City Hall, 10 Main Street, North Adams, MA 01247, after which time all bids will be taken to the OCD
Conference Room # 110, to be publicly opened and read aloud. Bids shall be filed in a sealed envelope
bearing the title "Bid # NA-2026-016" and delivered pursuant to the project's instructions.
Mailed Bids should be sent to the City of North Adams, OCD, Room 107, City Hall, 10 Main Street, North
Adams, MA 01247 and received no later than the date and time specified above.
General bids shall be accompanied by a Bid Deposit that is not less than five (5%) of the greatest possible
bid amount (considering all Alternates) and made payable to the City of North Adams. Work is anticipated
to start as soon as practical and be completed before the school session resumes in the late summer.
Schematic Plans and Technical Specifications with the required Bid Forms and Contract Documents will
be available on Wednesday, July 22, 2026 at 12:00 pm electronic download request from Pare
Corporation by contacting Erica Levesque (ELevesque@PareCorp.com, 413.507.3448). The Bid Forms
and Contract Documents may be viewed and downloaded electronically at no cost and hardcopy requested.
There is a plan deposit of $50.00 per set (maximum of 2 sets) payable to Pare Corporation. Deposits may
be electronically paid or must be a check. Additional sets may be purchased for $50.00. There will be a
set available for viewing at the OCD in City Hall.
Bidders requesting Contract Documents to be mailed to them shall include a separate check for $40.00
per set for UPS Ground, or $65.00 per set for UPS overnight, payable to Pare Corporation to cover mail
handling costs.
This project is being funded through the City's FY-2025 CDBG/Mini-Entitlement Grant from the State
Executive Office of Housing & Livable Communities, under the U.S. Department of Housing Urban and
Development pursuant to Title I of the Housing & Community Development Act of 1974.
The lowest qualified and most responsible bidder shall be awarded the project subject to the availability
of construction funding. The City of North Adams reserves the right to reject and or all bids or to waive
any informalities in the bidding. No obviously unbalanced bid will be considered in awarding this
