Project Description: Sealed bids will be received electronically via the PennBid Program by Annville Township, Lebanon County for the N. Weaber Street Storm Sewer Improvements project until 10:00 A.M. Prevailing Time, Friday, July 31, 2026, at which time the bids will be opened, with the bid results posted on the PennBid website shortly thereafter.

The work generally includes, but is not limited to, the installation of approximately 382 linear feet of 36-inch storm sewer piping with associated structures and connections to existing storm sewer channels including excavation and backfill, a 6-inch sewer lateral relocation, pavement restoration, and other associated work as more fully described on the Construction Drawings.
A non-mandatory pre-bid meeting has been scheduled for Wednesday, July 15, 2026, at 10:00 am at the Annville Town Hall located at 36 N. Lancaster Street, Annville, PA 17003.
Bidders are advised that they must comply with all State anti-rigging regulations pertaining to work associated with this project and are required to submit an executed non-collusion affidavit with the Bid. Each Bid shall also be accompanied by a Bid Bond in the amount of not less than ten percent (10%) of the Bid total. Instructions on how to submit the Bid Bond are provided in the Instructions to Bidders contained in the Project Manual.
The Successful Bidder shall be required to provide a Payment and Performance Bond in the amount of the contract price prior to the Contract Award. Successful Bidder shall also be required to submit prior to Contract Award an Act 127 Public Works Employment Verification Form verifying that all employees performing work on Project are authorized to work in the United States.
The Project is subject to the Pennsylvania Prevailing Wage Act. Wage rates are contained in the Project Manual.
Questions shall be submitted via the “Questions” feature within PennBid.
All Bids shall be irrevocable for 60 days after the Bid opening date unless delayed due to the required approvals of another government agency, the sale of bonds, or the award of a grant or grants, in which case the Bids shall be irrevocable for 120 days after the Bid opening in accordance with Act 317 of 1978, and subsequent amendments.
Annville Township reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any Bid or combination of Bids that are deemed to be in the best interest of the Township, and to reject any or all proposals.
