MAINTENANCE FACILITY BUILDING RENOVATION PROJECT
*Sealed proposals for the above will be accepted in the Office of the Purchasing Agent, Town Municipal
Offices, 100 Fairway Drive, North Kingstown, RI 02852, until 10:30am on Wednesday, November 10,
2021, and will then be publicly opened and read aloud. The Municipal Offices are opened 8:30am –
4:30pm, Monday through Friday. Please plan accordingly. *PLEASE SUBMIT AN ORIGINAL
AND TWO (2) COPIES.
NO BIDS WILL BE ACCEPTED AFTER THE WEDNESDAY, NOVEMBER 10, 2021,
10:30AM DEADLINE
A PRE-BID CONFERENCE IS SCHEDULED FOR 10:00AM ON WEDNESDAY, OCTOBER 27,
2021: MEET AT MUNICIPAL GOLF COURSE, 615 CALLAHAN ROAD, NORTH
KINGSTOWN, RI 02852.
All questions are to be submitted in writing via email to: Kristine S. Kinder, Purchasing/Finance:
kkinder@northkingstown.org NO LATER than Friday, October 29, 2021 at 4:00pm in order to post any
necessary Addendum in a timely manner. NO QUESTIONS WILL BE ACCEPTED AFTER THIS
DATE.
IT IS THE RESPONSIBILITY OF THE PROSPECTIVE BIDDERS TO MONITOR THE
TOWN AND/OR STATE OF RHODE ISLAND PURCHASING WEBSITES FOR ANY
SUBSEQUENT BID ADDENDUM. NO ADDENDA WILL BE ISSUED OR POSTED
WITHIN FORTY-EIGHT (48) HOURS OF THE BID SUBMISSION DEADLINE.
The bid will be evaluated as to R.I.G.L. 45-55-5. (2) “Competitive Sealed Bidding” and the award shall be
made based on the lowest evaluated or responsive bid price. Evaluation on RFP submission will be
completed for both the contractor and professional participating in this design/build RFP.
A certificate of Insurance showing $1 million General Liability and $1 million Any Auto, with the Town
being named as an additional insured; Worker’s Compensation with a waiver of subrogation; will be
required of the successful bidder.
The Town of North Kingstown reserves the right to reject any or all proposals or parts thereof; to waive
any formality in same, or accept any proposal deemed to be in the best interest of the Town.
The Town of North Kingstown will provide interpreters for the hearing impaired at any pre-bid or bid
opening, provided a request is received three (3) days prior to said meeting by calling 294-3331, ext. 142.

MAINTENANCE FACILITY BUILDING RENOVATION PROJECT
Scope of Work
The Town of North Kingstown is soliciting proposals for renovation work at the North Kingstown Golf
Course Maintenance Garage. This Request for Proposal (RFP) details proposed work associated with
improvements to the building envelope, including roof and wall panel work, as well as structural repairs to
the building’s framing systems. The RFP requires the successful contractor to install a fluid-applied roofing
membrane to the facility’s 3-building structure and provide all information specifications, and certifications
required for the roofing system being proposed. Technical specifications and description related to any of
the construction work within the RFP are intended to define minimum installation and performance measures
required for a 10-year warranty, and not specify a proprietary roofing system. The structural repair details
provided in the RFP represents the full level of building and roofing engineering details provided.
The Golf Course Maintenance Facility consists of three attached buildings of various steel framing and
construction. The garage and maintenance shop buildings are steel framed and attached to a lightweight
steel framed Quonset hut storage structure. The RFP repair details provide the necessary scope to define
the repairs to the two structures affected. The fluid-applied roofing membrane must provide watertight
coverage for all three structures. Structural work within the garage building includes repairs to column bases,
repair to lower southeast section of exterior wall panel, and window infills along the easterly exterior wall.
Work within the Quonset hut consists of steel repairs to deteriorated/damaged arched ribs, bottom channels
(located at base of arched ribs) and cross bracing attachments (between ribs), as well as concrete slab repairs
at the overhead door threshold and throughout the storage area slab.
The following contract services are included in the Base Bid:
▪ Submittal of materials proposed with specifications. Roofing system specifications must be
identified on Bid Form.
▪ Schedule of values required before issuance of Notice to Proceed
▪ Project schedule required before issuance of Notice to Proceed
▪ Pre-construction “value engineering” if appropriate and cost effective
▪ Project permitting with local Building Official
▪ Town approval of any construction alternates proposed
▪ Project construction:
✓ Remove and dispose of all demolition material associated with work under this contract
✓ Install fluid-applied roofing membrane per RFP specifications (Buildings A, B, C)
✓ Repair column bases per plan details (Building C)
✓ Repair southeast corner of exterior wall panel per plan details (Building C)
✓ Infill window openings per plan details/description (7 total - E & N walls of Building C)
✓ Repair Front Entry concrete threshold to Quonset hut per plan details (Building A)
✓ Repair/replace ribs, bottom channel, and cross bracing per plan details (Building A)
✓ Concrete slab repair/replacement per plan details (Building A)
✓ Concrete slab crack repair per plan notes (Building A)
✓ Additional work as incorporated into project and defined by RFP Unit Pricing
✓ Additional work as incorporated into project and defined by RFP Bid Alternates

▪ Certification and warranties for roofing system installed
▪ Project closeout documents and recommended project maintenance schedule
All credentials, licenses, relevant work experience and general information in support of the Selection
Criteria contained in this RFP must be included with this RFP submission to be considered in the Town’s
RFP evaluation and recommendation of award to the Town Council.

SELECTION CRITERIA
The bid will be evaluated as to R.I.G.L. 45-55-5.2(2) “Competitive Sealed Bidding” and the award shall be
made based on the lowest evaluated or responsive bid price from a qualified vendor.
The following factors will be considered in determining the lowest evaluated or responsive bid price:
▪ Competence to perform the services as reflected by technical training and education; general
experience in providing the required services; and the qualifications and competence of persons
(Design-Build Partnership) who would be assigned to perform the services, both design and
construction related.
▪ Ability to perform the services as reflected by workload and the availability of adequate
personnel, equipment, and facilities to perform the service expeditiously; and
▪ Past performance as reflected by the evaluation of private persons and officials of other
Governmental and Utility entities that have retained the services of the vendor with respect to such
factors as control of costs, quality of work, and an ability to meet deadlines;
▪ Demonstrated experience in the type of work required, and all design-build partnership
experience;
▪ Record of the vendor in accomplishing work on similar projects in the required time: (List
references and listing of like projects completed or currently in progress on Experience Sheet.)
Completion of Experience Sheet is required for bid consideration;
▪ Quality of work previously performed by the vendor for the Town of North Kingstown, if any;
▪ Meets or exceeds Insurance Requirements;
▪ Review of Bidder’s Qualification Statement;
▪ Review of Subcontractors;
▪ Time schedule for design and construction completion PROJECT SUBSTANTIAL
COMPLETION DATE MUST BE SUBMITTED ON BID PROPOSAL FORM;
▪ Rhode Island Contractors License number as issued by the State of Rhode Island, if required;
▪ Bid Price;
▪ Early Payment Discount;
